Sberbank and Interior Ministry operatives are finding out how the special products of the Goznak FSUE turned out to be among scammers who obtained bank loans using double passports.
Interior Ministry operatives are trying to find out where the blank forms of passports of a Russian citizen produced by FSUE Goznak, the only company in the country, that prints money and security forms of various documents, appeared in the public domain. Swindlers have already used them to make full copies of passports of residents of different regions of the Volga Federal District, for which they then successfully received loans from banks. Only one of the branches of Perm Sberbank was damaged in the amount of 3.5 million rubles. Detectives do not exclude the possibility that some Goznak employees may be involved in the loss of forms.
The reason for the interest of operatives of the Ministry of Internal Affairs was the story that happened with one of the clients of the Perm branch of Sberbank. Perm Elena Yelena Dinnikova unexpectedly for herself learned that she is a malicious non-payer for several loans at once. She began to receive calls from the bank demanding to pay loans.
“They called me from the bank and said that I needed to get a platinum card,” the woman told Izvestia. - I explained that I do not need a platinum card, since I did not take loans. Then I was asked to drive to the office, where it turned out that loans were issued in my name.
It is noteworthy that at first there were no questions in the security service: all of Elena’s passport data completely coincided with those provided when obtaining loans.
- They had on their hands an absolutely identical copy of the passport, like mine. Only the photograph differs, the signature of the issuer of the passport and the signature of the recipient of the passport. Even the registration was copied, Elena told Izvestia.
Bank employees noticed a fake only after they saw a discrepancy between the photographs and the signatures in the original and copies.
As it turned out, double passport forms were printed at the Goznak Perm branch, so they easily passed the standard check: all watermarks and degrees of protection are present on the document. Fraudsters in various ways found out passport data, marital status and other information about real citizens, after which they prepared a complete copy of their passport. The swindlers only changed the photo, pasting there a photo of a man who went to the bank to ask for a loan.
Double passports were seen in other areas of the Volga region. Fraudsters, receiving loans on such passports, proved their ability to repay them and for this they made driver’s licenses and work books, and even income certificates in the form of 2-personal income tax, allegedly certified by regional agencies, departments and employers.
Such a package of documents did not raise doubts among Sberbank employees. Only after unsuspecting clients filed complaints with the bank, did the Sberbank security service conduct a thorough investigation and identify fakes.
One of the former employees of Goznak told Izvestia that, despite serious security, the possibility of illegal transfer of documents and forms to the territory of the enterprise still exists.
- The maximum that you can take out of the building is a handbag and a plastic bag with a jar of lunch. After the change, they all check and shine through. Nothing can be thrown over the fence there, because the fence is double, the wire and cameras, ”the former Goznak employee Yuri Koverdyaev told Izvestia. - Nevertheless, papers and stamps are taken out, some loopholes are found.
The operatives do not exclude that in this way several original passport forms “leaked” from “Goznak”.
Sberbank estimated the damage from swindlers in the amount of almost 3.5 million rubles. The security service has already transferred the investigation data to the Ministry of Internal Affairs, which, after the audit, will decide to initiate a criminal case.

Сбербанк и оперативники МВД выясняют, каким образом спецпродукция ФГУП «Гознак» оказалась у мошенников, которые оформили по паспортам-двойникам кредиты в банках.
Оперативники МВД пытаются выяснить, откуда в свободном доступе появились чистые бланки паспортов гражданина России производства ФГУП «Гознак» — единственного предприятия в стране, которое печатает деньги и защищенные бланки различных документов. Аферисты уже использовали их для изготовления полных копий паспортов жителей разных районов Приволжского федерального округа, на которые затем благополучно получали в банках кредиты. Только одному из отделений пермского Сбербанка был причинен ущерб в 3,5 млн рублей. Сыщики не исключают, что к пропаже бланков могут быть причастны некоторые сотрудники «Гознака».
Поводом для интереса оперативников МВД стала история, произошедшая с одной из клиенток пермского отделения Сбербанка. Пермячка Елена Дынникова неожиданно для самой себя узнала о том, что она — злостный неплательщик сразу по нескольким кредитам. Ей стали поступать звонки из банка с требованием оплатить кредиты.
— Мне позвонили из банка и сказали, что мне необходимо получить платиновую карту, — рассказала женщина «Известиям». — Я объяснила, что платиновая карта мне не нужна, так как я не брала кредиты. Тогда меня попросили подъехать в офис, где выяснилось, что на мое имя оформлены кредиты.
Примечательно, что поначалу в службе безопасности не возникло вопросов: все паспортные данные Елены целиком совпадали с теми, которые предоставили при получении кредитов.
— У них на руках оказалась абсолютно идентичная копия паспорта, как у меня. Только отличается фотография, подпись выдававшего паспорт и подпись получавшего паспорт. Даже прописки были скопированы, — сообщила «Известиям» Елена.
Подделку сотрудники банка заметили только после того, как увидели несоответствие фотографии и подписей в оригинале и копиях.
Как выяснилось, бланки паспортов-двойников были отпечатаны в Пермском филиале «Гознака», поэтому легко проходили стандартную проверку: все водяные знаки и степени защиты на документе присутствуют. Мошенники различными путями выясняли паспортные данные, семейное положение и другую информацию о реально существующих гражданах, после чего готовили полную копию их паспорта. Аферисты меняли лишь фотографию, вклеивая туда фото человека, который ходил в банк просить кредит.
Паспорта-двойники были замечены и в других районах Приволжского округа. Мошенники, получая кредиты по таким паспортам, доказывали свою возможность их погасить и для этого поделывали водительские удостоверения и трудовые книжки, и даже справки о доходах по форме 2-НДФЛ, якобы заверенные региональными учреждениями, ведомствами и работодателями.
Такой пакет документов не вызывал сомнений у сотрудников Сбербанка. Лишь после того, как в банк обращались с претензиями ни о чем не подозревающие клиенты, служба безопасности Сбербанка проводила тщательное расследование и выявляла подделки.
Один из бывших сотруднико «Гознака» рассказал «Известиям», что, несмотря на серьезную охрану, вероятность незаконного выноса документов и бланков за территорию предприятия всё же существует.
— Максимум, что ты можешь вынести из здания, — это дамскую сумочку и целлофановый пакетик с баночкой из-под обеда. После смены всех проверяют и просвечивают. Там даже через забор нельзя ничего перекинуть, поскольку и ограждение двойное, и проволока, и камеры, — рассказал «Известиям» экс-сотрудник «Гознака» Юрий Ковердяев. — Тем не менее бумаги и печати выносят, находят какие-то лазейки.
Оперативники не исключают, что таким образом из «Гознака» «утекло» несколько оригинальных бланков паспортов.
Сбербанк оценил ущерб от аферистов на сумму почти 3,5 млн рублей. Данные расследования служба безопасности уже передала в МВД, которое после проверки примет решение о возбуждении уголовного дела.
