It also notes that "in the conditions of a post-crisis economic recovery, the instability of the state of the socio-economic situation in the country with a high probability can lead to increased influence of existing and the emergence of new criminogenic factors."
"Assessing the criminal situation and predicting possible trends in its development, it should also be taken into account that certain inertia is inherent in crime, that is, the criminal situation at the moment is largely determined by the crime of previous years, and the efforts made by the state to counter crime, even if they are high efficiency, will have a positive impact with a delay of several years.
In this regard, it is necessary to understand that the impact on the criminal situation of socio-economic problems associated with the global financial and economic crisis has not only not exhausted its potential, but has not fully manifested itself ... "
In 2012-2015, the consequences of the deterioration in the criminal situation caused by the economic crisis should be overcome. A return to stable operation and previous performance is expected by 2015.

Россию в ближайшие три-пять лет ждет рост социальной напряженности и "алкоголизации населения" из-за снижения авторитета госвласти, высокой коррупции, "декларативности мер политических элит" и их бесконтрольности. В нем также отмечается, что "в условиях посткризисного восстановления экономики нестабильность состояния социально-экономической ситуации в стране с большой вероятностью может повлечь усиление влияния существующих и возникновение новых криминогенных факторов".
"Оценивая криминальную ситуацию и прогнозируя возможные тенденции ее развития, также следует учитывать, что преступности присуща определенная инерционность, то есть криминальная ситуация в данный момент во многом определяется преступностью предыдущих лет, а усилия, предпринимаемые государством в целях противодействия преступности, даже при условии их высокой эффективности, окажут свое положительное влияние с запозданием на несколько лет.
В этой связи необходимо понимать, что влияние на криминальную ситуацию социально-экономических проблем, связанных с мировым финансово-экономическим кризисом, еще не только не исчерпало своего потенциала, но и вообще не проявило себя в полной мере..."
В 2012-2015 годах должны быть преодолены последствия ухудшения криминальной ситуации, вызванного экономическим кризисом. Возврат к стабильному функционированию и прежним показателям ожидается к 2015 году.
В данный период будут минимизированы неблагоприятные последствия проводимых в настоящее время преобразований системы МВД России, связанные, прежде всего, с сокращением штатной численности органов внутренних дел Российской Федерации, перераспределением функций и утратой определенных наработок и связей по причине реорганизации отдельных подразделений и служб.
Кроме того, к окончанию данного этапа должны проявиться позитивные последствия планируемых мер по повышению уровня материального обеспечения и социального статуса сотрудников органов внутренних дел Российской Федерации и военнослужащих внутренних войск МВД России.
