At the end of June last year, President Dmitry Medvedev signed a law on the transfer of compulsory vehicle inspection from the Ministry of Internal Affairs to commercial technical centers, on the abolition of this procedure for new cars and on the conclusion of a compulsory motor liability insurance contract only subject to maintenance. The law comes into force from today and now the Russian Union of Motor Insurers (RSA) will accredit inspection stations, keep a register of them, carry out the function of providing blanks for maintenance operators, as well as monitor their activities and conduct inspections. Employees of the State traffic inspectorate will no longer take part in the inspection.
To pass
According to the new rules, cars up to three years old, starting from the year of manufacture, will not have to undergo inspection.
Car owners (including trucks up to three tons) from three to seven years old will need to undergo maintenance every two years, and cars older than seven years old will be required to do this annually.
In this case, taxis, buses and minibuses, that is, all those involved in the transportation of passengers, will have to undergo inspection every six months, and trucks over three tons, special vehicles (police cars, ambulances) - once a year.
Trailers having an authorized maximum mass of up to 3.5 tons are exempted from maintenance.
Where to go
As of the end of December, more than 1.6 thousand technical inspection operators were entered in the register of maintenance operators. For its part, the Ministry of Internal Affairs of Russia transmitted to the RSA information on 2.2 thousand inspection points that had previously checked the technical condition of vehicles as part of the state technical inspection (TRP).

How to pass inspection
Also, inspection until January 1, 2014 will be possible at the TRP stations, which are located in the premises owned by the internal affairs bodies. A total of 95 stations will operate in 22 regions, Vladimir Shvetsov, First Deputy Head of the State Traffic Inspectorate of the Russian Ministry of Internal Affairs, told RIA Novosti. He emphasized that at these stations the state duty during technical inspection remains the same - 300 rubles. Moreover, citizens have the opportunity to sign up for technical inspection through the unit’s website or the public services portal, so as not to stand in line.
In accordance with the new rules, drivers will be able to undergo inspection at any accredited tool control point, regardless of where the car is registered and its owner lives.
Inspection and CTP
From today, the traffic police will stop asking drivers for a vehicle inspection ticket on the road. “The corresponding clause has been excluded from the Code of Administrative Offenses, therefore, we can’t now fine or otherwise punish the driver for the lack of inspection. Therefore, there’s no point in checking the availability of the coupon,” Shvetsov explained. Previously, this violation was a rather severe punishment - a fine of 2.5 thousand, removal from control of the driver and detention of the vehicle.
In addition, from January 1, a unified automated information system for technical inspection (EAISTO) will begin to operate, in which all data on passing inspection vehicles will be entered. It will contain and constantly update information on technical inspection operators, vehicles that have passed it, issued and lost inspection tickets. Employees of internal affairs bodies and the insurance community will be able to use the data that will be contained in the database through remote access. Information from EAISTO will be the basis for consideration by insurance companies of the conclusion of an MTPL agreement.
In this regard, it is possible that in the future inspection tickets will cease to be issued at all, since there will not be much sense in them. The only reason for which it is needed is the compulsory motor third-party liability insurance policy, but in this case, insurers will be able to check on the basis of a particular vehicle whether or not a vehicle has been inspected, and then make a decision based on this information.
However, vehicles that are required to undergo maintenance twice a year, such as taxis, buses, cars designed for the transportation of especially dangerous goods, will be required to have a technical inspection ticket. And its presence will necessarily be controlled by traffic police officers on the road.

Maintenance Operators
Accredited technical centers, the so-called technical inspection operators, will conduct inspection according to the new rules.
Their accreditation is handled by the Russian Union of Auto Insurers (RSA). The accreditation certificate will be valid indefinitely.
Fines and prices
For violation of the accreditation requirements of inspection operators, according to amendments to the Code of Administrative Offenses of the Russian Federation, officials may be fined from 10 thousand to 15 thousand rubles, legal entities from 50 thousand to 100 thousand rubles.
To ensure that maintenance prices do not increase significantly, the law determines that the federal tariff service will establish marginal tariffs and the methodology for calculating prices for the services of technical centers. Each region will be able to regulate these tariffs, but only downward.
The law provides a mechanism to protect car owners from abuse during the inspection. In particular, the driver will be able to pick up the documents at any stage of the maintenance and leave for another technical center if he sees that certain services are being imposed on him.
If defects are detected during maintenance, the motorist will be required to repeat it within 20 days. At the same time, the driver will pay for the repeated instrumental inspection for the provided volume of services if he came again to the same technical center, and for the entire technical inspection procedure, if he chose another auto center for the secondary inspection.

В конце июня прошлого года президент Дмитрий Медведев подписал закон о передаче обязательного техосмотра из ведения МВД коммерческим техцентрам, об отмене этой процедуры для новых автомобилей и о заключении договора ОСАГО только при условии прохождения ТО. Закон вступает в силу с сегодняшнего дня и теперь Российский союз автостраховщиков (РСА) будет аккредитовывать станции техосмотра, вести их реестр, осуществлять функцию обеспечения бланками операторов ТО, а также контролировать их деятельность и проводить проверки. Сотрудники Госавтоинспекции уже не будут принимать участия в проведении техосмотра.
Кому проходить
Согласно новым нормам, автомобили до трех лет, начиная с года выпуска, не должны будут проходить техосмотр.
Владельцам автомобилей (в том числе грузовиков до трех тонн) от трех до семи лет нужно будет проходить ТО раз в два года, а машины старше семи лет будут обязаны делать это ежегодно.
При этом такси, автобусы и маршрутки, то есть все те, кто занимается перевозкой пассажиров, должны будут проходить техосмотр каждые полгода, а грузовики свыше трех тонн, спецтранспорт (полицейские машины, "скорая помощь") - раз в год.
Освобождаются от ТО прицепы, имеющие разрешенную максимальную массу до 3,5 тонны.
Где проходить
По состоянию на конец декабря, в реестр операторов ТО были внесены более 1,6 тысячи операторов технического осмотра. Со своей стороны МВД России передало в РСА сведения о 2,2 тысячах пунктах техосмотра, которые ранее осуществляли проверку технического состояния транспортных средств в рамках государственного технического осмотра (ГТО).

Как пройти техосмотр
Также техосмотр до 1 января 2014 года можно будет пройти на станциях ГТО, которые располагаются в помещениях, принадлежащих органам внутренних дел. В общей сложности в 22 регионах будут работать 95 станций, сообщил РИА Новости первый заместитель начальника Госавтоинспекции МВД России Владимир Швецов. Он подчеркнул, что на этих станциях госпошлина при прохождении техосмотра остается прежней - 300 рублей. Причем у граждан есть возможность записаться на прохождение техсмотра через сайт подразделения или портал госуслуг, чтобы не стоять в очереди.
В соответствии с новыми правилами, пройти техосмотр водители смогут в любом аккредитованном пункте инструментального контроля, вне зависимости от того, где зарегистрирован автомобиль и проживает его владелец.
Техосмотр и ОСАГО
С сегодняшнего дня сотрудники ГАИ перестанут спрашивать у водителей талон техосмотра на дороге. "Соответствующий пункт исключен из Кодекса об административных правонарушениях, следовательно, оштрафовать или как-то иначе наказать водителя за отсутствие техосмотра мы теперь не можем. Поэтому и смысла проверять наличие талона уже нет", - пояснил Швецов. Раньше за это нарушение было довольно суровое наказание - штраф 2,5 тысячи, отстранение от управления водителя и задержание транспортного средства.
Кроме того, с 1 января начнет работать единая автоматизированная информационная система технического осмотра (ЕАИСТО), в которую будут заноситься все данные о прохождении автомобилями техосмотра. В ней будут содержаться и постоянно обновляться сведения об операторах технического осмотра, прошедших его транспортных средствах, выданных и утраченных талонах техосмотра. Пользоваться данными, которые будут содержаться в базе, смогут путем удаленного доступа сотрудники органов внутренних дел и страхового сообщества. Сведения из ЕАИСТО будут являться основанием для рассмотрения вопроса страховыми компаниями о заключении договора ОСАГО.
В связи с этим не исключено, что в будущем талоны техосмотра вообще перестанут выдавать, так как особого смысла в них не будет. Единственное, для чего он нужен - оформление полиса ОСАГО, но в данном случае страховщики смогут по базе проверить, проходил ли конкретный автомобиль техосмотр или нет, а затем на основании этой информации принимать решение.
Однако транспортные средства, которые обязаны проходить ТО дважды в год, а это такси, автобусы, машины, предназначенные для перевозки особо опасных грузов, будут обязаны иметь талон техосмотра. И вот его наличие обязательно будут контролировать на дороге сотрудники ГИБДД.

Операторы ТО
Проводить техосмотр по новым правилам будут аккредитованные технические центры, так называемые операторы технического осмотра.
Их аккредитацией занимается Российский союз автостраховщиков (РСА). Аттестат аккредитации будет действовать бессрочно.
Штрафы и цены
За нарушение требований аккредитации операторов техосмотра, согласно поправкам в Кодекс об административных правонарушениях РФ, должностные лица могут быть оштрафованы на сумму от 10 тысяч до 15 тысяч рублей, юрлица - от 50 тысяч до 100 тысяч рублей.
Чтобы цены на ТО значительно не выросли, законом определяется, что предельные тарифы и методику расчета цен на услуги технических центров установит федеральная служба по тарифам. Каждый регион сможет регулировать эти тарифы, но только в сторону понижения.
В законе предусмотрен механизм защиты автовладельцев от злоупотреблений при проведении техосмотра. В частности, водитель на любом этапе прохождения ТО сможет забрать документы и уехать в другой техцентр, если увидит, что ему навязывают те или иные услуги.
В случае выявления дефектов в ходе ТО автомобилист будет обязан пройти его повторно в течение 20 дней. При этом за повторный инструментальный осмотр водитель будет платить за предоставленный объем услуг, если приехал повторно в тот же техцентр, и за всю процедуру техосмотра, если он выбрал для вторичного осмотра другой автоцентр.
