Союз ректоров согласился на жесткие меры Минобрнауки
Российские вузы ждет новая глобальная проверка, а все неэффективные учебные заведения будут закрыты до 1 сентября. Об этом вчера на собрании Российского союза ректоров (РСР) заявил замглавы Минобрнауки Александр Климов, потребовав от высшей школы "самоочищения". Ректоры согласились с закрытием филиалов своих вузов, но потребовали изменить критерии оценки их деятельности.
Все вузы, признанные неэффективными, будут закрыты до 1 сентября 2013 года — по словам замминистра, к этому времени будут закончены "основные реорганизационные мероприятия". В этот день вступит в силу закон "Об образовании", принятый вчера Госдумой в третьем чтении. Этот документ обязывает частные вузы участвовать в мониторинге качества наравне с государственными, тогда же Минобрнауки начнет новую проверку всей высшей школы России.
Напомним, осенью ведомство провело оценку 502 российских госвузов (учитывался средний балл ЕГЭ у первокурсников, уровень инфраструктуры и т. д.). В итоге 136 учебных заведений были признаны неэффективными, самым проблемным из них пообещали "реорганизацию" — закрытие с присоединением к другому вузу. На этой неделе Минобрнауки уже начало этот процесс, издав приказ о слиянии Госуниверситета имени Плеханова и Российского государственного торгово-экономического университета (РГТЭУ). Ректор последнего Сергей Бабурин обвинил Минобрнауки в фальсификации данных, а студенты объявили забастовку. "Студентам страшно повезло, что они окажутся в университете, который им не предназначался",— заявил Александр Климов. По его словам, министерство готово компенсировать учащимся РГТЭУ разницу в цене обучения при условии, что они действительно займутся получением знаний. "Студентам зачастую как раз очень комфортно, когда не нужно учиться,— сказал господин Климов.— Может быть, кто-то из них впервые увидит учебники и преподавателей". В свою очередь, ректор Госуниверситета имени Плеханова уже заявил, что выплаты Минобрнауки могут составлять до 130 тыс. руб. в год на одного учащегося.

По его словам, в ближайшее время Рособрнадзор проведет внеочередную проверку всех российских вузов на соответствие аккредитационным и лицензионным требованиям. "Мы должны двигаться в сторону самоочищения системы",— подчеркнул господин Климов. В ответ ректоры показали, что готовы пойти на уступки, в частности могут сократить число вузовских филиалов. "Мы были не правы, развернув такую мощную сеть и не обеспечив качество",— признал глава РСР, ректор МГУ имени Ломоносова Виктор Садовничий. Вступаться за неэффективных коллег в РСР тоже не готовы — напротив, ректоры обвинили Сергея Бабурина в политизации собственных проблем.
Главным требованием ректоров стало изменение критериев мониторинга в следующем году. По их мнению, сейчас министерство не учитывает специфики каждого учебного заведения: они оцениваются одинаково вне зависимости от профиля. Вместо этого, по словам господина Садовничего, необходимо разработать отраслевые критерии. Например, у вузов сферы здравоохранения нужно учитывать количество вылеченных больных и наличие новых видов медтехнологий.
В этом РСР поддержал бизнес, который намерен требовать от Минобрнауки более подробного мониторинга. "Нам нужны лучшие выпускники, поэтому мы хотим знать, какое качество дает тот или иной факультет или даже кафедра,— рассказал "Ъ" директор Ассоциации предприятий компьютерных и информационных технологий Николай Комлев.— Скажем, в МИФИ открылась кафедра теологии — наверняка она готовит отличных специалистов и продвинет вуз в рейтинге.
