What private detectives do in Latvia.
In a situation where the justice system is not always up to par, victims sometimes have to defend themselves. Turning to private detectives and independent experts can play a key role here. Among them are private detectives. There are one and a half hundred people in Latvia. Search agencies - 3 dozen. Ideally, experts say, there should be cooperation between private structures and state law enforcement agencies. In fact, this is not always the case. But to resolve issues is possible. For this, lawyers from different countries gathered in Riga. For example, the Law on Detective Activities adopted recently in Lithuania already requires revision.

And the conclusion of independent experts, if there is a suspicion of obvious fraud in the course of the investigation, is weighty evidence.

Чем занимаются в Латвии частные детективы.
В ситуации, когда система правосудия не всегда на должной высоте, потерпевшим порой приходится защищать самих себя. Обращение к частным детективами и независимым экспертам здесь может сыграть ключевую роль. Об этом, в частности, говорилось и на международной конференции по безопасности и правопорядку, организованной балтийской международной академией.
Шляпа, темные очки, поднятый воротник плаща. Образ современного частного детектива далек от киногероев. Хотя приходится вести и слежку, и видеонаблюдение, тайком делать фотоснимки. Но чаще всего частным сыщикам приходится следить не за неверными женами и мужьями, а за бизнес-конкурентами.
«Это обеспечение безопасности личности бизнесмена, изучение конкурентной среды, маркетинговой среды.
Где-то на 95% это можно получить открытым, легальным способом.

Среди них и частные детективы. В Латвии их полторы сотни человек. Сыскных агентств - 3 десятка. В идеале, как говорят специалисты, должно быть сотрудничество частных структур с государственными правоохранительными органами. На деле – не всегда так. Но решить вопросы возможно. Для этого и собрались в Риге юристы из разных стран. Вот, к примеру, принятый на днях в Литве Закон о детективной деятельности уже требует пересмотра.
«Уже проблемы с содержанием Закона, с контролирующими функциями.
Уже нужны дополнения и изменения. В той же Литве осуществляется детективная деятельность, но после введения Закона она была частично свернута», - отметил Михаил Черноусов, председатель правления международной организации «Society for Baltic Security».
Еще одна сфера, которая зависит от системы правосудия – независимая экспертиза, способная иногда серьезно помешать не только преступникам, но и недобросовестным сотрудникам следственных и судебных органов. Специалисты не скрывают, что в стране существует монополия на сертификацию судебных экспертов, которой ведает Минюст. Неугодных, говорят, могут просто завернуть с выдачей документов. А заключение независимых экспертов в случае если есть подозрение в явной подтасовке фактов в ходе расследования, - весомое доказательство.
«Это зависит от того, как отнесется к этому сам судья, полиция или прокуратура. От их добросовестности»

Кстати, единственные, кто может, например, провести доскональное почерковедческое исследование, снабдив свое заключение подробнейшими иллюстрациями почерка, могут теперь только независимые эксперты. Государственные стркутуры, участвующие в следствии, этим не занимаются, да и молодых специалистов этому уже не обучают. Вот и получается, что независимые и частные специалисты - люди особо востребованные. Это когда жить приходится по принципу – защита потерпевших – дело рук самих потерпевших. А хотелось бы все же бороться с преступностью общими усилиями.
