At the moment, in the Republic of Karelia, it is impossible to officially renew a license. Faced such a problem in August this year. The powers of LRR were divided, private guards and weapons licenses remained in the Rosguard department, and the fate of private detectives remained in the police department. But for some reason, the police forgot to appoint responsible persons to work with detectives. As a result, I nevertheless was lucky to extend the license for one year (temporarily), with a personal signature of the Minister of the Ministry of Internal Affairs of the Republic of Karelia. As far as I understand, this is a problem now throughout Russia at the legislative level.

Of course, the problems are only on the ground .... In principle, we (extended this year) had no problems at all ... did everything quickly (though after contacting the Minister) ... We agreed on this issue with the Russian Guard ... who accepted the documents for renewals ... and issued an extended license of the Ministry of Internal Affairs ....

Not quite true Sasha. Here in April of this year, extended, though it lasted from December 2016.
