An operational meeting was held at the Central Headquarters of the Russian Guard under the leadership of the Deputy Director of the Federal Service of the National Guard of the Russian Federation, Commander-in-Chief of the National Guard of the Russian Federation, Colonel-General Sergei Lebedev, on the results of work in 2019 in the areas of official activities of the Main Directorate of Private Security, the Main Directorate of State control and licensing, the Center for Special Purpose of Private Security and the Research Center "Protection" of the Federal Service of the National Guard of the Russian Federation.
During the meeting, it was noted that in 2019, a significant amount of tasks for the preparation of legislative and regulatory legal acts in the areas of the functioning of the departments of private security, state control and licensing and permitting was implemented.
So, last year 37 normative legal acts were developed, including the adoption of 1 Federal law, the publication of 4 decrees and 2 decrees of the Government of the Russian Federation, as well as 30 orders of the Russian Guard.
In addition, the units of the General Guards Department of the National Guard guarded over 930 thousand places of residence and places of storage of property of citizens and about 370 thousand objects of state and other form of ownership.
The crews of the non-departmental security guards made over 1 million 700 thousand trips by the “alarm” signals, as a result of which 170 thousand offenses were suppressed. In relation to the detained citizens, more than 18 thousand criminal cases were initiated. Also, orders of private security detained more than 9 thousand people who were on the federal wanted list.
The licensing and permitting units of the territorial bodies of the Russian Guard provide control for almost 4 million owners and persons who have received permits for the storage, storage and carrying of weapons, which use more than 6.6 million weapons, 20.5 thousand private security organizations ( 6.9 thousand of them use 75.4 thousand units of official weapons in their authorized activities), 670.1 thousand private security guards, as well as 927 private detectives.
In 2019, 181.1 thousand units of civilian weapons were seized for violations revealed during inspections and other events, of which more than 152 thousand units were destroyed in specialized workshops of the Russian Guard.
In 2019, the specialists of the Okhrana Research Center completed 9 research and 5 experimental design works, performed an examination of design documentation for 31 objects with a mass stay of people, and organized a training process, as a result of which more than 4750 Rosguard employees improved their qualifications.
As noted, summing up the meeting, Colonel-General of the Police Sergey Lebedev, the personnel of the supervised units as a whole coped with all the tasks set last year. The Deputy Director of the Russian Guard underlined that among the promising areas it is necessary to consider further improvement of regulatory and legal regulation in the areas of the functioning of the departments of private security, state control and licensing, the improvement of the quality of services provided to the public, the use of modern technical innovations and technologies, as well as active use new approaches to improve the quality of performance of combat missions.

Заместитель директора Росгвардии генерал-полковник полиции Сергей Лебедев провел оперативное совещание
В Центральном аппарате Росгвардии под руководством заместителя директора Федеральной службы войск национальной гвардии Российской Федерации — главнокомандующего войсками национальной гвардии Российской Федерации генерал-полковника полиции Сергея Лебедева прошло оперативное совещание, посвященное итогам работы в 2019 году по направлениям служебной деятельности Главного управления вневедомственной охраны, Главного управления государственного контроля и лицензионно-разрешительной работы, Центра специального назначения вневедомственной охраны и Научно-исследовательского центра «Охрана» Федеральной службы войск национальной гвардии Российской Федерации.
В ходе совещания было отмечено, что в 2019 году реализован существенный объем задач по подготовке законодательных и нормативных правовых актов в сферах функционирования подразделений вневедомственной охраны, государственного контроля и лицензионно-разрешительной работы.
Так, в прошедшем году обеспечена разработка 37 нормативных правовых актов, в том числе принятие 1 Федерального закона, издание 4 постановлений и 2 распоряжений Правительства Российской Федерации, а также 30 приказов Росгвардии.
Кроме того, подразделениями ОВО Росгвардии осуществлялась охрана свыше 930 тысяч мест проживания и мест хранения иммущества граждан и около 370 тысяч объектов государственной и иной формы собственности.
Экипажами подразделений вневедомственной охраны по сигналам «тревога» было совершено более 1 млн 700 тыс. выездов, в результате которых пресечено 170 тыс. правонарушений. В отношении задержанных граждан возбуждено более 18 тыс. уголовных дел. Также нарядами вневедомственной охраны задержаны свыше 9 тыс. лиц, находившихся в федеральном розыске.
Подразделениями лицензионно-разрешительной работы территориальных органов Росгвардии обеспечивается контроль почти за 4 млн владельцев и лиц, получивших разрешения на хранение, хранение и ношение оружия, в пользовании которых находится более 6,6 млн. единиц оружия, 20,5 тыс. частных охранных организаций (из них - 6,9 тыс. используют в своей уставной деятельности 75,4 тыс. ед. служебного оружия), 670,1 тыс. частных охранников, а также за 927 частными детективами.
В 2019 году за нарушения, выявленные в ходе проверок и других мероприятий, было изъято 181,1 тыс. единиц гражданского оружия, из них более 152 тыс. единиц были уничтожены в специализированных мастерских Росгвардии.
Специалистами научно-исследовательского центра «Охрана» в 2019 году выполнено 9 научно-исследовательских и 5 опытно-конструкторских работ, выполнена экспертиза проектной документации по 31 объекту с массовым пребыванием людей, организован учебный процесс, по результатам которого свою квалификацию повысили более 4750 сотрудников Росгвардии.
Как отметил, подводя итоги совещания, генерал-полковник полиции Сергей Лебедев, со всеми поставленными в прошлом году задачами личный состав курируемых подразделений в целом справился. Заместитель директора Росгвардии подчеркнул, что в числе перспективных направлений необходимо рассматривать дальнейшее совершенствование нормативно-правового регулирования в сферах функционирования подразделений вневедомственной охраны, государственного контроля и лицензионно-разрешительной работы, повышение качества предоставляемых услуг населению, использование современных технических новинок и технологий, а также активное применение новых подходов для повышения качества выполнения служебно-боевых задач.
