II. В случае внезапного исчезновения близкого Вам человека, следует немедленно:
- обратиться по телефону к оператору Бюро регистрации несчастных случаев, и подробно рассказать о происшедшем событии. Ежесуточно информация из дежурных частей ОВД, медвытрезвителей, больниц и моргов поступает в бюро, где она заносится в единую базу данных. В БРНС концентрируется вся информация о фактах обнаружения неопознанных трупов, лицах, задержанных органами внутренних дел, и лицах, доставленных в медицинские учреждения, не имеющих возможности сообщить о себе сведения;
- проверить факт возможной госпитализации пропавшего человека службой «03».
III. Если принятые меры не привели к желаемому результату, Вам необходимо обратиться в отдел внутренних дел по месту жительства.
Информация о безвестном исчезновении человека может быть передана в милицию и по телефону. Дежурный не вправе отказать в приеме заявления. Более того, он обязан незамедлительно принять заявление об исчезновении человека, независимо от продолжительности его отсутствия и места предполагаемого исчезновения.
IV. В обязанности дежурного по отделу внутренних дел (после принятия и оформления заявления) входит организация первоначальных розыскных мероприятий. При этом пропавший без вести человек проверяется по учетам органов внутренних дел, медицинским учреждениям, к месту его последнего пребывания направляется дежурная следственно-оперативная группа. По этой причине Вы вправе требовать, чтобы такие мероприятия были проведены сразу же, после принятия и регистрации Вашего заявления.
ОТ СЕБЯ: Отказ принять заявление совершенно незаконен - следует незамедлительно обращаться в прокуратуру.
V. При обращении в органы внутренних дел, Вам необходимо:
- при себе иметь документы, удостоверяющие вашу личность, и документы, содержащие сведения о пропавшем человеке;
- детально описать приметы пропавшего человека (рост, телосложение, цвет волос, черты лица, особенности походки, жестикуляции, мимики, артикуляции);
- особые приметы (наличие и расположение шрамов, родимых пятен, татуировок, физических недостатков, травм, могущих вызвать потерю памяти);
- сведения о зубном аппарате (отсутствие зубов, наличие вставных зубов, съемных протезов), наличие тех или иных хронических заболеваний. Желательно знать, в какой поликлинике и у какого стоматолога лечился разыскиваемый;
- описать приметы одежды (верхней, нижней), приметы вещей, которые находились у пропавшего человека (сумка, портфель, зонт, очки, бумажник, ключи, часы, телефон, документы, удостоверяющие личность и др.).
- желательно располагать информацией о круге общения пропавшего, характере взаимоотношений, о наличии конфликтных ситуаций, долговых обязательствах, фактах невозвращения денежных средств, распоряжении недвижимостью, ведущихся споров по установлению права собственности.
- позаботьтесь о том, чтобы в домашнем альбоме хранились четкие и свежие фотографии всех членов семьи и близких родственников. В розыске близкого человека могут быть использованы любительские кино- и видеоматериалы;
VI. Если вы уверены в том, что пропавший без вести мог стать жертвой преступления, вы имеете право обратиться в районную прокуратуру с заявлением о возбуждении уголовного дела.
