Business Ombudsman Boris Titov asked the head of the Ministry of Health Veronika Skvortsova to intervene in the situation with checking the health status of some categories of private security guards, including alcoholism and drug addiction. The letter of the Ombudsman says that recently in his office there has been a stream of appeals from companies working in the field of private detective and security services, but not using weapons. These are the guards of the simplest categories - 1–4.

The problem is that people applying for the position of a private security guard or a detective without a weapon should regularly undergo a medical examination and provide a medical certificate stating that they have no contraindications. A medical examination also includes checking a potential guard for the presence of drugs, psychotropic substances and metabolites in the body. According to the law, guards must undergo a health check once a year.
However, according to Skvortsova Titov, the Ministry of Health has not yet approved the form of a medical report on the absence of contraindications for guards and detectives who do not use weapons. Thus, they are forced to undergo a stricter medical commission for other categories of guards who can use weapons, therefore they incur additional financial costs.
Titov asks Skvortsova to solve the problem with the form of medical imprisonment.
In fact, the question is that security guards of the 1st-4th category and security guards of the 6th category are different people in terms of health, quality of training, and salaries. Guards of the 6th category, for example, can work both in personal security and in collection. They get disproportionately more. However, the price for passing a medical examination is the same for everyone. In Moscow, a package of medical certificates costs about 10 thousand rubles. For a 4th-level guard, this is a big blow to the wallet.

Проблема заключается в том, что люди, претендующие на должность частного охранника или детектива без оружия, должны регулярно проходить медкомиссию и предоставлять медзаключение о том, что у них нет никаких противопоказаний. Медосвидетельствование включает в себя и проверку потенциального охранника на наличие в организме наркотиков, психотропных веществ и метаболов. Согласно закону, проверку состояния здоровья охранники должны проходить раз в год.
Однако, как пишет Скворцовой Титов, Минздрав до сих пор не утвердил форму медзаключения об отсутствии противопоказаний для охранников и детективов, которые не используют оружие. Таким образом, они вынуждены проходить более строгую медицинскую комиссию для других категорий охранников, которые могут использовать оружие, поэтому несут дополнительные финансовые затраты.
Титов просит Скворцову решить проблему с формой медзаключения.

Охранники 6-го разряда, например, могут работать и в личной охране, и в инкассации. Они получают несоизмеримо больше. Однако цена за прохождение медкомиссии для всех одинаковая. В Москве пакет медицинских справок стоит примерно 10 тыс. рублей. Для охранника 4-го разряда это большой удар по кошельку.

Например, чтобы они проходили проверку раз в 5 лет, — рассказал Лайфу один из частных детективов. — Однако Росгвардия и Минздрав заставляют проходить ежегодные обследования все категории охранников. С одной стороны, это повышает качество охранников, с другой — создаёт чрезмерные заградительные меры.
Напомним, что Росгвардия уже давно обеспокоена качеством охранников, имеющих право на ношение оружия, поэтому предлагает ужесточить контроль за их здоровьем.
Летом 2017 года замдиректора Росгвардии Сергей Лебедев, отвечающий в службе за контроль за оборотом оружия в стране, направил в Правительство РФ предложение об ужесточении правил оборота гражданского оружия.
— Владельцы оружия должны будут давать разрешение Росгвардии, получать медицинскую информацию о себе из медучреждений в течение пяти лет, пока действует лицензия. Однако сделать это можно будет только при письменном разрешении самого гражданина. Силовики хотят на протяжении всего действия лицензии быть в курсе, не стал ли человек алкоголиком, наркоманом или психически больным, — сообщил Лебедев.
Сейчас, когда человек обращается за лицензией на оружие, он самостоятельно приносит справки, что не состоит на учёте у психиатра или нарколога. Ему выдают лицензию и больше почти никаких проверок здоровья не устраивают. Однако Росгвардии не нравится такое положение дел. Практика показывает, что уже после получения лицензии человек может заболеть, стать алкоголиком или наркоманом.
