The National Communications Commission supported the registration of SIM-cards: the number should be tied to a person

The National Commission for State Regulation of Communications and Informatization (NCCIR), at a meeting on Tuesday, July 28, decided to support the draft resolution providing for the mandatory identification and registration of subscribers' SIM cards.

This was reported to UNIAN by the press secretary of the NKRSI Tatyana Ligovskaya.

“We supported the document developed by the State Special Communication Service (State Service for Special Communications and Information Protection - UNIAN),” said Ligovskaya.

According to her, the adoption of this resolution will reduce the volume of mobile fraud and will contribute to a clear identification of mobile subscribers.

“It has long been a matter of the fact that it is necessary to introduce the registration of subscribers ... The fact is that the number should be tied to a person, because today in our market (telecommunications - UNIAN) issues include mobile phone communications and financial services. In this situation the lack of registration leads to a large amount of fraud, "the spokeswoman said.

As UNIAN reported earlier, in April of this year, the Cabinet of Ministers instructed the State Service for Special Communications and Information Protection (State Special Communications) to draft a resolution providing for the mandatory identification of subscribers and the provision of telecommunication services using a SIM card on the basis of an agreement between the operator and the subscriber.

As noted in the department, the need to develop this resolution arose due to the constant threat from terrorists and the Russian military, which, in particular, use "anonymous" mobile devices to create an intelligence and information network for collecting and transmitting data on deployment and movement anti-terrorist operation forces, adjusting fire on them and bringing explosive devices into action by sending a call to a mobile device. "

In turn, mobile operators and market participants opposed the mandatory registration of subscribers, since, in their opinion, the personalization of sold SIM-cards will affect not only sales volumes, but also the availability of mobile services.

At the moment, the document is being approved by the relevant departments.
