CIA, MOSSAD AND THE FUTURE OF INTELLIGENCE.

The time of the nineties has passed, when the openness of the former countries of the USSR and the Eastern Bloc led to a huge reduction in the efforts of the United States and the West in the Russian direction.
By the end of the nineties, there was talk of almost the withering away of what had once been Sovietology in intelligence.
After September 11, 2001, the sharply cut budget of American intelligence began its inexorable growth, which has now reached a gigantic amount of $ 70 billion. The Central Intelligence Agency's budget has reached fifty billion, and the remaining sixteen agencies are sharing the remaining 20 billion.
The Pentagon's budget is more than ten times the above sums for exploration. However, the share of intelligence does not diminish over time, but is constantly growing. Intelligence analysts are becoming increasingly important figures in the making of fateful decisions by the governments of leading countries.
Not surprisingly, it is the United States that sets the tone for this. Every morning the American president receives a "briefing" from a top-ranking CIA officer. These morning conversations with the president largely determine the agenda of the United States and the world.
It happens that intelligence mistakes lead to disastrous political and military decisions. A prime example of the failure of the analytical department is the CIA's conviction in 2003 that Saddam Hussein's regime was engaged in the development and production of chemical weapons. The very direction of thought was not unreasonable, since Hussein not only produced, but also widely used chemical weapons both in the war with Iran and in the course of punitive operations against Kurdish rebels inside the country. Moreover, we know from American interrogations of Saddam Hussein that he deliberately spread rumors about the production of unconventional weapons in order to exacerbate Iran. In fact, he completely abandoned its production and was sure that the CIA knew the truth. And the American agents picked up the rumors, which were perceived by analysts in Langley as Saddam's active work to equip his million-strong army with weapons of mass destruction. (Note, for the misled, that Collin Powell's test tube at the UN was a clear demonstration of the amount of "Syrian plague" that led to the actual terrorist attack in Washington, which led to the death of two people and paralysis of the entire city, not as some say on Russian television.)

Equally pernicious was the CIA's recommendation to disband Saddam Hussein's army. Analysts had to foresee that among the Sunni contingent in the army there will be many disaffected who will turn to radical terrorists. And it turned out that the Americans indirectly contributed to the formation of IS and the strengthening of Al Qaeda (terrorist organizations banned in the Russian Federation). And then their military had to correct this mistake with hard work to destroy the newly formed terrorist gangs in Iraq and Syria.
On the other hand, we see how a successful intelligence operation and accurate analytics can contribute to the crucial advancement of the interests of a particular state. An example of this is the Israeli operation in Tehran to seize Iran's nuclear archive. We will hardly know how we managed to download and remove 55 thousand original documents from the most classified Iranian facility and the same number in electronic form.
That said, Mossad analysts were wary. They did not try to assert that the Tehran authorities have been developing nuclear weapons in recent years. All documents were opened only what they did there before 2003.
Then you ask, what was their value? Ayatollahs and Iranian government officials have stated a myriad of times that they have never developed a nuclear weapon. The seized documents showed the whole world that the Tehran authorities were deceiving the whole world. This contributed to President Trump's decision to impose tough sanctions against Iran.
Note that over the past fifteen years, the CIA has greatly strengthened, having carried out a systemic shake-up after the above two failures. How do we know this? Our information about the activities of this or that intelligence service is based to a large extent on information leaked to the press about failures. Recently, we have heard little about the work of the CIA, despite its expansion and deepening. Which allows us to talk about systemic success.
In the era of electronic espionage and information warfare, intelligence will play a growing role. The introduction of agents and brave operations will not lose their importance, but more and more we will witness the increased role of intelligence. Skillful reading of information and its analytics set new tasks for the special services. It requires people with broad views and deep intelligence. They will emerge victorious in the upcoming battles and confrontations.

Миновала пора девяностых, когда проявленная открытость бывших стран СССР и Восточного блока привела к громадному сокращению усилий США и Запада в российском направлении.
К концу девяностых заговорили почти об отмирании того, что некогда было советологией в разведке.
После 11 сентября 2001 года резко сокращённый бюджет американской разведки начал свой неумолимый рост, дошедший ныне до гигантской суммы 70 миллиардов долларов. Бюджет Центрального разведывательного управления достиг отметки пятидесяти миллиардов, а все остальные шестнадцать агентств делят между собой оставшиеся 20 миллиардов.
Бюджет Пентагона превышает более чем в десять раз вышеприведенные суммы, выделяемые на разведку. Однако удельный вес разведки не умаляется со временем, а непрестанно растёт. Аналитики спецслужб становятся все более значимыми фигурами в принятии правительствами ведущих стран судьбоносных решений.
Не удивительно, что именно США задают тон в этом. Каждое утро американский президент получает «брифинг» от уполномоченного сотрудника ЦРУ высшего ранга. Эти утренние беседы с президентом определяют в немалой степени повестку дня США и всего мира.
Бывает, что ошибки разведки приводят к пагубным политическим и военным решениям. Ярким примером провала работы аналитического отдела является убежденность ЦРУ в 2003 году в том, что режим Саддама Хуссейна занимался разработкой и производством химического оружия. Само направление мысли не было лишено оснований, поскольку Хуссейн не только производил, но и широко использовал химическое оружие как в войне с Ираном, так и в ходе карательных операций против курдских повстанцев внутри страны. Более того, мы знаем из допросов американцами Саддама Хуссейна, что он осознанно распускал слухи о производстве неконвенционального оружия с целью острастки Ирана. На деле же он полностью отказался от его производства и был уверен, что ЦРУ знает правду. А американская агентура подхватила слухи, которые были восприняты аналитиками в Лэнгли как активная работа Саддама по оснащению его миллионной армии оружием массового поражения. (Заметим для введённых в заблуждение, что пробирка Коллина Пауэлла в ООН была наглядной демонстрацией количества «сирийской язвы», которое привело к реальному теракту в Вашингтоне, приведшему к гибели двух людей и парализации всего города, а не как говорят некоторые по российскому телевидению.)

Не менее пагубной была рекомендация ЦРУ по роспуску армии Саддама Хуссейна. Аналитики были обязаны предвидеть, что среди суннитского контингента в армии найдётся множество недовольных, которые обратятся к радикальным террористам. И вышло, что американцы косвенно поспособствовали образованию ИГ и укреплению «Аль Каеды» (запрещённые в РФ террористические организации). А потом их военным пришлось исправлять эту ошибку тяжелой работой по уничтожению новообразованных террористических банд в Ираке и в Сирии.
С другой же стороны, мы видим, как удачная операция разведки и точная аналитика могут способствовать судьбоносному по значению продвижению интересов того или иного государства. Примером тому может служить израильская операция в Тегеране по изъятию ядерного архива Ирана. Едва ли мы узнаем о том, как удалось загрузить и вывести из самого засекреченного иранского объекта 55 тысяч подлинных документов и ещё столько же - в электронном виде.
При этом аналитики Моссада были осторожны. Они не пытались утверждать, что власть Тегерана занимались последние годы разработкой ядерного оружия последние годы. Все документы вскрывали только то, что делали там до 2003 года.
Тогда вы спросите, в чем была их ценность? Аятоллы и официальные лица правительства Ирана утверждали несметное количество раз, что никогда не занимались разработками по ядерному оружию. Изъятые документы показали всему миру, что власти Тегерана обманывали весь мир. Это поспособствовало принятию президентом Трампом решения о введении жестких санкций против Ирана.
Отметим, что за последние пятнадцать лет ЦРУ сильно укрепилось, проведя системную встряску после двух вышеуказанных провалов. Откуда мы это знаем? Наши сведения о деятельности той или иной разведслужбы базируются в значительной степени на просочившейся в прессу информации о провалах. Последнее время мы мало слышим о работе ЦРУ невзирая на её расширение и углубление. Что позволяет говорить о системном успехе.
В пору электронного шпионажа и информационных войн разведка будет играть растущую роль. Внедрение агентуры и храбрецкие операции не утеряют значимости, но все больше мы будем свидетелями повышенной роли интеллекта. Умелое прочтение информации и её аналитика ставят перед спецслужбами новые задачи. Требуются люди широких воззрений и углубленного интеллекта. Они выйдут победителями в грядущих схватках и противостояниях.

I think that the "systemic shake-up" of the CIA has a reason not only in the two described failures, but also in the massive staff renewal of the structure, changes in strategic and tactical goals. And the change in leadership of both the service (CIA) and the country (USA) played a role.

The CIA's "systemic success" is questionable. Especially if we judge only on the basis that we hear little about them, "in spite of their expansion and deepening" (with such a huge budget!)
Although after in 2018. US President Donald Trump has seriously expanded the powers of the CIA in conducting cyberattacks - their "success" may now need to be assessed by some new, virtual parameters)

And yet - I am sure that "people of broad views and profound intelligence", as well as "skillful reading of information and its analytics" - have always been and will be relevant, and not only in the time of info-wars and electronic espionage.

Думаю, что "системная встряска" ЦРУ имеет причину не только в двух описанных провалах, но и в массовом штатном обновлении структуры, изменении стратегических и тактических целей. Да и смена руководства как службы (ЦРУ) так и страны (США) сыграли свою роль.

Вызывает сомнение "наличие системного успеха" в работе ЦРУ. Особенно если судить только на основании того, что мы мало о них слышим, "невзирая на их расширение и углубление" (при столь огромном бюджете!)
Хотя после того, как в 2018г. Президент США Д.Трамп серьёзно расширил полномочия ЦРУ в вопросах проведения кибератак - их "успех" возможно теперь нужно оценивать по каким-то новым, виртуальным параметрам)

И ещё - я уверен, что "люди широких воззрений и углубленного интеллекта", также как и "умелое прочтение информации и её аналитика" - всегда были и будут актуальными, а не только в пору инфо-войн и электронного шпионажа.
