On March 15, at 18:01, an officer of the Tuva search and rescue squad received a signal that the man was on the roof of a 5-storey residential building on ul. Angarsky Boulevard. Upon arrival, the rescuers climbed to the roof and tried to take the man from the edge of the roof of the building, but the man did not let them in and demanded media representatives for negotiations.

15 марта в 18:01 дежурному Тувинского поисково-спасательного отряда поступил сигнал о том, что мужчина находится на крыше 5-этажного жилого дома по ул. Ангарский бульвар. По приезду спасатели поднялись на крышу и попытались вывести мужчину с края кровли здания, однако мужчина их к себе не подпускал и требовал для переговоров представителей СМИ.
