Rules for providing private security organizations with the right to assist law enforcement in law enforcement and giving private investigators the right to promote law enforcement agencies in the prevention and disclosure of crimes, the prevention and suppression of administrative offenses
1. These Rules, developed on the basis of the fourth part of Article 3 of the Law of the Russian Federation "On Private Detective and Security Activities in the Russian Federation", establish the procedure for granting the right to assist law enforcement agencies:
b) to private detectives - in the prevention and disclosure of crimes, the prevention and suppression of administrative offenses on the basis of an agreement on the prevention and disclosure of crimes, the prevention and suppression of administrative offenses concluded with the relevant law enforcement agency (its structural unit) (hereinafter - the agreement on the prevention and disclosure of crimes ) 2. Standard forms of an agreement on law enforcement and an agreement on the prevention and disclosure of crimes are established by the Ministry of Internal Affairs of the Russian Federation.
6. To conclude an agreement on the prevention and disclosure of crimes, a private detective sends a corresponding written appeal to the law enforcement body with the application of documents and materials characterizing the activities of a private detective, as well as a list of duties that he is ready to assume. Such an appeal shall be considered in the time and manner established for the consideration of citizens' appeals. Based on the results of the review, the law enforcement body makes a decision on the advisability (inappropriateness) of concluding an agreement on the prevention and disclosure of crimes, which is notified to the private investigator.
7. The agreement on the prevention and disclosure of crimes may provide for the implementation of the following duties:
a) assistance to private detectives in the search for persons suspected of committing a crime or put on the wanted list for other reasons;
b) informing law enforcement agencies of private detectives about the facts that have become known to them of impending, committed and committed crimes and administrative offenses.
8. If necessary, the agreement on the prevention and disclosure of crimes provides for a procedure for law enforcement agencies to provide private investigators with information about incidents, the criminal situation in the relevant area, with the exception of information that constitutes state and other secret protected by law .
