Fraudsters have mastered a new way to earn money on the credulity of citizens and their ignorance of the rule of law. On special Internet sites people take money from people in order to write them in the queue for an appointment with a doctor. Although on the same portal "State Services" this can be done completely free. Along with money, scammers get access to personal data.

The electronic queue is now available not only in infomats, which are located in almost every clinic, but also on the website of the State Service. For the record you only need a card - this is a compulsory medical insurance policy. No other card is needed. Recording is and will always be free.

But, alas, not everyone knows about this. What scammers use very well. It is enough to drive in “Yandex” to “sign up for a doctor” - and the search engine gives several dozen different sites. Including paid. That is, in addition to the policy of compulsory medical insurance, they may ask you for a bank card number.

"Doctors do not sell the electronic line-up ... We are already tired of repeating this, we are free medicine!" - the doctor Svetlana Butyrina is indignant.

Fraud is double: on the sites they take money for an appointment with a doctor, but after receiving it, the patient is not recorded anywhere. At the same time, fraudsters become owners of personal data by a thousand people.

They may ask for the name, year of birth and even the address of registration. This, of course, is not a passport, and they will not take credit for you. But this data is confidential information.

"It is worth paying attention to whether a contract has been signed with the site on the non-disclosure of personal information, because it can be used ..." - warns lawyer Ekaterina Kutuzova.

Online scammers have learned to make money on appointments with a doctor

The mayor's office is developing rules for recording in Moscow clinics via the Internet. About this "Izvestia" said the representative of the Department of Information Technology Elena Novikova. Thus, by the summer of 2012, all third-party sites that offer similar services, collecting personal data of patients, will be officially outlawed.

After the mayor’s office launched an electronic record in Moscow polyclinics through the capital’s public services portal in late February, many sites appeared on the Internet offering a similar service. In particular, the mayor's office received several dozen complaints about the site Mosregistratura.rf, which Muscovites mistook for a government portal. Patients leave the name and number of the MHI policy there, however, a message is displayed on the portal stating that there is no connection to this clinic.

As the department found out, this site does not belong to the Moscow government and is a commercial project created by people from a structure subordinate to the health department who use official Moscow symbols. In addition, frankly fraudulent websites appear on the Internet every now and then, which are supposedly written to a doctor for a fee, but, after receiving the money, they quickly close.

In this regard, the authorities intend to negotiate with clinics that cooperate with third-party services, and accelerate the appearance of an electronic line-up so that the management has no reason to contact "competitors". In addition, in the future, the portal of public services will be displayed in the first lines of search engines, which will also not give customers a reason to go to third-party sites.

Meanwhile, expert opinions on the legality of alternative recording sites were divided. The president of the Public Council for the Protection of Patients' Rights under Roszdravnadzor, Alexander Saversky, is convinced that medical institutions, working with third-party organizations, violate medical confidentiality and the rule of confidentiality of personal data: the data of medical insurance policies can be used to forge documents or for other unseemly purposes. The advocate of the Patient Rights Protection League Dmitry Ayvazyan, in turn, believes that the head physicians have the right to negotiate with commercial entities subject to the signing of an agreement on the non-dissemination of personal data.

According to experts, third-party doctor recording sites can be closed only after the appearance of a regulation that determines who can provide these services online and allows you to go to court if necessary. As for the organizers of sites that record for a doctor for money, they can be prosecuted for fraud right now.

Recall, the head of the Department of Information Technology, Artem Ermolaev, said that by the beginning of 2012 an electronic queue will be introduced in every fifth clinic in Moscow, and by the end of its system all 547 city institutions providing primary medical care will be covered.

Also in the capital, they promise to make an appointment with a doctor through the Sberbank terminals and remind them of appointments via SMS. However, according to Muscovites, where the electronic line has already been entered, it did not get better, and medical institutions still lack specialists.
