THE IV CONFERENCE OF THE INTERNATIONAL ASSOCIATION OF PRIVATE DETECTIVES WILL BE HELD IN ST. PETERSBURG.
September 12-14, 2013 in St. Petersburg will host the IV annual conference of the International Association of Detectives. The conference, which will bring together private search professionals from the Russian regions, CIS countries, near and far abroad, will be held under the motto "Detectives of the world against crime."
Detectives plan to discuss the development of the global market of detective services, the quality of training of private investigators, especially the interaction with government bodies and business structures in different countries. According to the organizer of the conference, President of the International Association of Detectives Non-Profit Partnership Andrei Matushkin, traditionally the forum will become a platform for exchanging experience, gaining new knowledge, and establishing interregional and international contacts among detectives.
There are few private detectives in Russia, about 1,700 individual entrepreneurs with state licenses. In the 21 years since the adoption of the Law on Private Detective and Security Activities, the number of detectives grew slowly, and today private investigators are significantly inferior in number to private security guards. “In reality, the picture looks even more modest,” says Andrey Matushkin, “Detectives, despite the specifics of their work, are the same individual entrepreneurs, small businesses that are reacting painfully to a worsening tax climate. Unfortunately, some of the detectives either ceased their activities or went into the shadows. ”
What are the secrets of the professional skill of detectives? How to improve the quality of their services? What needs to be done to improve legislation in this area? How to organize cooperation and interaction of detectives during international and inter-regional investigations? These and other topics will be the focus of attention of the participants of the IV annual conference of the International Association of Detectives.
The conference will open on September 12 in the Great Hall of the Nikolaev Palace, beginning at 10.00. Among the honored guests of the Conference are deputies of the State Duma, heads of the Prosecutor's Office, the FSB, the Ministry of Internal Affairs, the Judicial Bailiff Service of the Russian Federation, and the University of the Ministry of Internal Affairs of Russia. On September 13, detectives will continue to work in the conference hall of the St. Petersburg Hotel, beginning at 10 o’clock. On September 14, guests will be introduced to the cultural heritage and traditions of the northern capital. At the end, a gala banquet will take place.

В САНКТ-ПЕТЕРБУРГЕ ПРОЙДЕТ IV КОНФЕРЕНЦИЯ МЕЖДУНАРОДНОГО ОБЪЕДИНЕНИЯ ДЕТЕКТИВОВ.
12-14 сентября 2013г. в Санкт-Петербурге пройдет IV ежегодная конференция Международного объединения детективов. Конференция, на которую соберутся профессионалы частного сыска из российских регионов, стран СНГ, ближнего и дальнего зарубежья, пройдет под девизом «Детективы мира против преступности».
Сыщики планируют обсудить проблемы развития глобального рынка детективных услуг, вопросы качества подготовки специалистов частного сыска, особенности взаимодействия с государственными органами и бизнес-структурами в разных странах. По словам организатора конференции, Президента Некоммерческого партнерства «Международное объединение детективов» Андрея Матушкина, традиционно форум станет площадкой для обмена опытом, получения новых знаний, налаживания межрегиональных и международных контактов среди детективов.
В России частных сыщиков немного, около 1700 индивидуальных предпринимателей, имеющих гослицензию. За 21 год, прошедших с момента принятия Закона «О частной детективной и охранной деятельности», количество детективов росло медленно, и сегодня частные сыщики значительно уступают по числу частных охранникам. «В реальности, картина выглядит еще скромнее, - говорит Андрей Матушкин, - Детективы, несмотря на специфику своей работы, это такие же индивидуальные предприниматели, малый бизнес, который болезненно реагирует на ухудшение налогового климата. К сожалению, часть сыщиков либо прекратила деятельность, либо ушла в тень».
