Правительство принципиально одобрило введение порога для беспошлинного ввоза в 150 евро за посылку, а не в месяц, как планировалось ранее, сообщил президент Национальной ассоциации дистанционной торговли Александр Иванов и подтвердил источник, близкий к «Почте России». Слышал об этом и источник в одном из профильных ведомств. Представитель Дмитрия Медведева Наталья Тимакова от комментариев отказалась. Так же поступил курирующий почтовую отрасль в Минкомсвязи замминистра Михаил Евраев.
Сейчас в России действуют ограничения, введенные после вступления России в Таможенный союз с Казахстаном и Белоруссией: не платить пошлину можно, если общая стоимость ввозимых человеком для личного пользования товаров не превышает 1000 евро в месяц. Такие правила способствовали быстрому росту числа покупок россиян в зарубежных интернет-магазинах. За два года количество посылок, пришедших из-за рубежа, выросло с 5,6 млн в 2011 г. до 38 млн в 2013 г., ссылается Иванов на данные таможни.
При этом важно, чтобы оплата пошлины была удобна для покупателя. Например, чтобы он имел возможность оплачивать ее уже при покупке в интернет-магазине, говорит Васильев. Тогда эту пошлину интернет-магазин мог бы передавать экспресс-перевозчику вместе с оплатой за его услуги, а тот платил бы ее в бюджет за получателя, предлагает Васильев. По его словам, «СПСР-экспресс» готов предоставить соответствующее IT-решение.
