In Yalta, in a relaxed and friendly atmosphere, a working meeting was held between the president of ARD, Shcherbenev Alexei Grigoryevich, and the president of MOD, Matushkin Andrei Nikolaevich.
During the meeting, issues of cooperation and interaction between associations were discussed.
The parties agreed on the need for more active cooperation and striving for holding joint conferences.

At the request of the President of the ARD, Alexei Grigoryevich, I am posting at our Forum the resolution of the XXIII Conference of the Association of Russian Detectives.

RESOLUTION

Conference NP "Association of Russian Detectives"

The participants of the 23rd International Scientific and Practical Conference of the Association of Russian Detectives NP, having discussed the Concept of the formation and sustainable development of the non-state security sphere of the Russian Federation (Authors: Shestakov V.I., Pertsev A.A., Ananiev V.A.), note that the specified fundamental document is a system of scientifically based views on the non-state sphere of security, its current state, optimal directions and development philosophy.

The proposed Concept for the first time most fully reveals the concept of the security sphere of non-state structures, determines the place and role of each of its entities. Considering the non-state sphere of security as an independent part of the state system for ensuring the national security of the Russian Federation, the authors determine its role and place in ensuring the national security of the country.

Of particular note are the thoughts of the authors of the Concept regarding the current state of the non-state security sphere, as a branch of the economy.

An analysis of the state of the market for detective services conducted by the authors of the Concept deserves all support.

The proposed directions for the development of the private detective services market, as well as the main factors negatively affecting the development of this market, cause deep satisfaction.

Conference participants are convinced that the implementation of the ideas and provisions of the Concept will contribute to the further development of the entire non-state security sphere, the creation of favorable conditions for the further growth of each of its structural elements.

The conference participants, having discussed the Concept of the formation and sustainable development of the non-state security sphere of the Russian Federation, decided:

1. Approve the specified document.

2. Collect and analyze constructive comments and suggestions on optimizing the proposed Concept.

3. Express deep gratitude to Shestakov V. I., Pertsev A. A. and Ananiev V.A. as the authors of the Concept, which allows solving the problems of developing the non-state security sphere, including private investigation, at a high scientific and methodological level.
