In RIA Novosti, a press conference was held on the topic: "Sherlock Holmes and Miss Marple: private security and private investigation - instructions for becoming." Decree of the Government of Russia dated June 23, 2011 "On Certain Issues of Private Detective (Detective) and Private Security Activities" approved new requirements for private detectives and security guards, their professional training, technical equipment, powers and working methods. What new will the ruling bring? What rights and obligations do modern holmes and security have? Are their activities in demand? What is the situation with the use of weapons? What means can non-state detectives use during the investigation? Are there any restrictions on the nature of the case under investigation for private detectives? What are the penalties for violating detectives and guards? Should private traders cooperate and share the information with the police? Inspector Lestrade and Holmes are rival partners, and how do law enforcement agencies relate to private owners? Do they help fight crime, including drug trafficking? Is it possible to use an entire army of private security and detectives to more effectively prevent and combat such crimes? These questions were answered at the round table:
- Head of the Department for ensuring interagency cooperation of the Federal Drug Control Service of Russia, Major General of the Police Vladimir GOLUBOVSKY;
- Igor GOLOSCHAPOV, Chairman of the Board of the Nonprofit Partnership "Coordination Center for the Heads of Security and Detective Structures";

В РИА Новости состоялась пресс-конференция на тему: "Шерлок Холмс и мисс Марпл: частная охрана и частный сыск – инструкция по становлению". Постановлением правительства России от 23 июня 2011 г. "О некоторых вопросах осуществления частной детективной (сыскной) и частной охранной деятельности" утверждены новые требования к частным детективам и охранникам, их профессиональной подготовке, техническому оснащению, полномочиям и методам работы. Что нового принесет Постановление? Какие права и обязанности имеют современные холмсы и секьюрити? Востребована ли их деятельность? Какова ситуация с применением оружия? Какие средства в ходе следствия могут использовать негосударственные сыщики? Существуют ли ограничения по характеру расследуемого дела для частных детективов? Какие наказания предусмотрены для нарушающих закон детективов и охранников? Должны ли частники сотрудничать и делиться полученной информацией с полицией? Инспектор Лестрейд и Холмс – партнеры-соперники, а как правоохранительные органы относятся к деятельности частников? Помогают ли они бороться с преступлениями, в том числе в области оборота наркотиков? Можно ли использовать целую армию частных секьюрити и детективов для более эффективной профилактики и борьбы с такого рода преступлениями? На эти вопросы отвечали за круглым столом:
- руководитель Департамента обеспечения межведомственного взаимодействия ФСКН России, генерал-майор полиции Владимир ГОЛУБОВСКИЙ;
- председатель Правления Некоммерческого партнерства "Координационный центр руководителей охранно-сыскных структур" Игорь ГОЛОЩАПОВ;
– председатель Общероссийского профсоюза негосударственной сферы безопасности Дмитрий ГАЛОЧКИН;
