The prosecutor general’s office sent a protocol to the court on the fact of violation of the requirements for conducting educational activities, and during this week the Ministry of Health will decide whether to leave the university rector at his post.

The leadership of the university at the same time stated that it was not aware of “such a large-scale failure”, and by 14.00 on Thursday removed nonexistent applicants from the lists.
This, however, did not save the Second Honey from a full-scale check organized by the Ministry of Health, Rosobrnadzor and the Prosecutor General.
According to the estimates of the director of the Department of Education and Human Resources Development of the Ministry of Health and Social Development Vadim Egorov, in total, the auditors revealed 626 "records of applicants whose personal files the admissions committee could not provide." In addition, Yegorov said, during the audit it turned out that the data on the "dead souls" were entered into the lists of applicants from computers located in the premises of the admissions committee of the medical university. Four university employees from whose computers the information was entered have already been dismissed. “All persons whose computers were used to access the internal base of university applicants were removed from office,” said Yegorov. Among them was the executive secretary of the selection committee Andrei Bogdanov. The rector of the Second Honey himself fired him on Monday morning. “First, I reprimanded the executive secretary, and then I suspended him from work and reprimanded his deputy,” said Volodin.

In connection with the scandal at the medical university, the Ministry of Health is preparing a report to the head of the department, Tatyana Golikova. Генпрокуратура по итогам своей проверки направила в суд протокол по факту нарушения требований ведения образовательной деятельности, а в течение этой недели в Минздраве решат, оставлять ли ректора вуза на его посту.
Комиссия, созданная Минздравсоцразвития для проверки нарушений в Российском медицинском университете имени Пирогова, в понедельник отчиталась об итогах своей работы. Как сообщила замглавы Рособрнадзора Татьяна Бархатова, только по результатам проверки ее ведомства в суд направлен протокол о нарушении ч. 5 ст. 19.30 КоАП (нарушение требований ведения образовательной деятельности), предусматривающий штраф в размере 100 тысяч рублей.
«По итогам проверки факты, связанные с наличием абитуриентов, не имевших результатов ЕГЭ, но которые были в списке рекомендованных к зачислению, подтвердились», – цитирует Бархатову «Интерфакс».
Скандал, из-за которого ректор Второго меда Николай Володин в пятницу побывал на допросе в Генпрокуратуре (ведомство также проводит проверку в вузе), вспыхнул на прошлой неделе. Как уже писала «Газета.Ru», столичный программист Виктор Симак, изучая базу абитуриентов вуза по просьбе друга, обнаружил, что многие из зачисленных с очень высокими баллами ЕГЭ оказались «мертвыми душами». Оказалось, что выделенные для них бюджетные места останутся незанятыми. По мнению членов студенческих организаций, сотрудники Второго меда разработали эту схему для того, чтобы к третьей волне поступления приберечь места для получивших низкий балл по ЕГЭ и зачислить на них абитуриентов уже за взятки.
Руководство вуза тогда же заявило, что не было в курсе «столь масштабного сбоя», а к 14.00 четверга удалило несуществующих абитуриентов из списков.
Это, однако, не спасло Второй мед от полномасштабной проверки, организованной Минздравом, Рособрнадзором и Генпрокуратурой.
По подсчетам директора департамента образования и развития кадровых ресурсов Минздравсоцразвития Вадима Егорова, в общей сложности проверяющие выявили 626 «записей об абитуриентах, личных дел которых приемная комиссия предоставить не смогла». Кроме того, заявил Егоров, в ходе проверки выяснилось, что данные о «мертвых душах» заносились в списки абитуриентов с компьютеров, расположенных в помещениях приемной комиссии медуниверситета. Четверо сотрудников вуза, с чьих компьютеров вносилась информация, уже уволены. «От должности отстранены все лица, с компьютеров которых осуществлялись выходы во внутреннюю базу абитуриентов вуза», – сказал Егоров. В их числе оказался и ответственный секретарь приемной комиссии Андрей Богданов. Его еще утром понедельника уволил сам ректор Второго меда. «Ответственному секретарю я сначала выговор объявил, а потом я его отстранил от работы и объявил выговор его заместителю», – говорил Володин.
Впрочем и сам ректор теперь рискует лишиться должности.
В Минздраве в связи со скандалом в медуниверситете готовят доклад главе ведомства Татьяне Голиковой. В нем же министру будет предложено «решить вопрос о применении к руководителю данного образовательного учреждения, который одновременно является и председателем приемной комиссии, мер дисциплинарного взыскания». «Меры будут достаточно жесткие, вплоть до увольнения», – добавил глава департамента образования и развития кадровых ресурсов Минздрава.
Сам ректор говорит, что увольнять его не за что. «Я работаю, поэтому у меня никакой вины ни перед кем нет. Я делаю так, как необходимо. Со второго августа в вузе налажена спокойная работа и ни одного нарушения нет», – сказал Володин. По его словам, он планирует работать во Втором меде «пока разрешат».
