Searches in companies operating in the communal market were held in Sergiev Posad, the Izvestia.ru website reported on the evening of August 30 (Moscow time).
According to the publication, on August 30 in Sergiev Posad, investigators visited the offices of the companies Posad Energo, Energoinvest and the RIC with searches.
All these companies operate on the local housing and communal services market and have been repeatedly mentioned in connection with conflicts with the murdered city head, Yevgeny Dushko. Formally, searches are connected with the investigation of economic crimes.
According to the official version, the reason for the searches was the appeal of the former deputy director of Posad Energy, the son of ex-mayor Sergiev Posad Alexander Persianov.
He was fired from the company earlier this year, and immediately after that he wrote a statement to the local prosecutor’s office about financial fraud, which allegedly involved the head of Posad Energy Sergey Salmin.
The Investigative Committee conducted an audit, and then opened a criminal case under Art. 160 (“Rastrata”) and 201 (“Abuse of authority”) of the Criminal Code of the Russian Federation.
Now, after the murder on August 22 of the head of Sergiev Posad, Yevgeny Dushko, the investigation of these cases has intensified.
During the searches, the head of the Posad Energo company Sergey Salmin and the head of Energoinvest and the RIC Artur Yeghiazaryan were detained. Businessmen were taken to the local investigative department for interrogation. At the time of signing the numbers in print, their phones were turned off.
“Many deputies believe that searches in Posad Energy are an“ order ”for the head of the district, Vladimir Korotkov,” says Igor Bolshakov, deputy chairman of the council of deputies of Sergiev Posad. - He wants to take away from the city the powers of regulation in the housing sector, because he created his own management company. He is going to send money to the federal center into it.
Public utility scandals have shaken Sergiev Posad for the past four years. After Yevgeny Dushko headed the city, he tried to arrange a redistribution of the housing and communal services market, whose turnover is estimated at 100 million rubles annually. First of all, Dushko clashed with the Posad Energy company, which was once a monopolist in this market.
For five months of housing and communal services reforms, the head of Sergiev Posad managed to quarrel with local residents, influential businessmen and deputies.
During the reforms, 20 boiler houses were cut off for debts, and as a result, since May, about 90 thousand people in the city were left without hot water. It came to the point that on August 5, citizens blocked three key highways in Sergiev Posad. Only after that the water was turned on.
Dushko made enemies not only in the housing sector. For the past two months, the registration chamber refused to accept documents signed by Dushko and his deputies.
In addition, in July, the official spoke on local television and named everyone he considered his enemies. Among them were all the influential businessmen of the city and officials from the region. At the same time, Dushko was not shy in expressions - he called them bastards and scum. Some sued, others pretended not to notice.
It is also known that the head of Sergiev Posad had a difficult relationship with the district administration. Shortly before his death, Dushko complained that he was threatened by strong young people who claimed to represent the interests of the head of the region, Vladimir Korotkov.
However, the economic version in the Dushko murder case is still basic. A few days ago, this was confirmed by the head of the Moscow Region Police Nikolai Golovkin. According to him, the causes of the crime lie in the economic sphere and in the near future it will be solved.

В Сергиевом Посаде прошли обыски в компаниях, работающих на коммунальном рынке, сообщил вечером 30 августа (по мск) сайт "Известия.ру".
По информации издания, 30 августа в Сергиевом Посаде следователи навестили с обысками офисы компаний "Посад Энерго", "Энергоинвест" и РИЦ.
Все эти компании работают на местном рынке ЖКХ и неоднократно упоминались в связи с конфликтами с убитым главой города Евгением Душко. Формально обыски связаны с расследованием экономических преступлений.
Согласно официальной версии, поводом для обысков стало обращение бывшего замдиректора "Посад Энерго", сына экс-мэра Сергиева Посада Александра Персианова.
Его уволили из компании в начале этого года, и сразу после этого он написал в местную прокуратуру заявление о финансовых махинациях, к которым якобы был причастен руководитель "Посад Энерго" Сергей Салмин.
Следственный комитет провел проверку, после чего возбудил уголовное дело по ст. 160 ("Растрата") и 201 ("Злоупотребление полномочиями") УК РФ.
Теперь, после убийства 22 августа главы Сергиева Посада Евгения Душко, расследование этих дел активизировалось.
Во время обысков были задержаны руководитель компании "Посад Энерго" Сергей Салмин и глава "Энергоинвеста" и РИЦа Артур Егиазарян. Бизнесменов доставили в местный следственный отдел на допрос. На момента подписания номера в печать их телефоны были выключены.
— Многие депутаты считают, что обыски в "Посад Энерго" — это "заказ" главы района Владимира Короткова, — говорит зампредседателя совета депутатов Сергиева Посада Игорь Большаков. — Он хочет отобрать у города полномочия регулирования в сфере ЖКХ, потому что создал свою управляющую компанию. В нее он и собирается направить деньги федерального центра.
Скандалы в коммунальной сфере сотрясают Сергиев Посад последние четыре года. После того как Евгений Душко возглавил город, он попытался устроить передел рынка ЖКХ, оборот которого оценивается в 100 млн рублей ежегодно. В первую очередь Душко конфликтовал с компанией "Посад Энерго", которая некогда была монополистом на этом рынке.
За пять месяцев реформ ЖКХ глава Сергиева Посада успел перессориться с местными жителями, влиятельными бизнесменами и депутатами.
Во время реформ были отключены за долги 20 котельных, и в итоге с мая около 90 тыс. человек в городе остались без горячей воды. Дело дошло до того, что 5 августа горожане перекрыли три ключевые автомагистрали в Сергиевом Посаде. Только после этого воду включили.
Душко нажил врагов не только в сфере ЖКХ. Последние два месяца документы за подписью Душко и его замов отказывалась принимать Регистрационная палата.
Кроме того, в июле чиновник выступил по местному телевидению и поименно назвал всех, кого считает своими врагами. В их числе оказались все влиятельные бизнесмены города и чиновники из области. При этом Душко не стеснялся в выражениях — называл их ублюдками и мразями. Некоторые подали в суд, другие сделали вид, что не заметили.
Также известно, что у главы Сергиева Посада были сложные отношения с районной администрацией. Незадолго до своей смерти Душко жаловался, что ему угрожают крепкие молодые люди, заявлявшие, что они представляют интересы главы района Владимира Короткова.
Однако экономическая версия в деле об убийстве Душко пока основная. Несколько дней назад это подтвердил и глава подмосковной полиции Николай Головкин. По его словам, причины преступления лежат в экономической сфере и уже в ближайшее время оно будет раскрыто.
