The rapidly developing events in the countries of the Middle East and North Africa, the unprecedented revolutionary activity of the population, traditionally loyal, as it seemed to their rulers, dramatically change the usual political picture of the world. With special attention and anxiety, these events are being watched from Israel. Our interlocutor is Eliezer (Geysi) Zafrir, the legendary Israeli illegal scout. Mossad resident in Kurdistan (Northern Iraq), Iran and Lebanon. In 1974-1975, while in an illegal situation in Iraq under Saddam Hussein, he created, along with the leader of the Kurds of Barzani, the guerrilla guerrilla formations "peshmerga" (literally - "going to death"). The Israeli intelligence and special operations department armed the guerrillas with captured Soviet weapons during the Seven-Day War. As a resident during the Iranian revolution of 1979, Zafrir organized an emergency evacuation of 1,500 Israelis who worked in Iran. From 1983 to 1984 he was in an illegal situation in Lebanon.
General Zafrir is a staunch opponent of negotiations with terrorists and the redemption of hostages. He believes that the special services should be strong enough to influence the terrorists without making any concessions. Any compromise with terrorists only provokes them to new attacks. As an example of the effectiveness of special services, she likes to recall the Soviet KGB, which achieved the release of Soviet diplomats who had been abducted a month earlier in Lebanon at the end of October 1985. In Mossad, it was rumored that KGB agents had cut off and sent the head of one of the terrorists to people who had influence on the abductors. Soviet citizens were soon released.
“The primitive export of democracy is impracticable and dangerous”
- Mr. Zafrir, the importance of Egyptian President Hosni Mubarak to Israel, as a guarantor of stability and predictability of Egyptian-Israeli relations, is well known. Was the Egyptian crisis predictable for Mossad, or was the Israeli government overslept?
“I have not been working for the government for 12 years ... but, of course, I try to follow what is happening.” It seems to me that no one expected such a development of Egyptian events. Neither is our intelligence. Not a government. For the Egyptian special services, these events were also a surprise. By the way, during the Iranian revolution, we felt its approach in about six months. Although then our forecasts were also not perfect. But in Egypt, the situation was more complicated than Iran ... No one had real information. Hence today's confusion of some Israeli government officials.
The mechanisms of the incident have yet to be explored. But it is already clear that the newest means of communication - Twitter, Facebook, played a huge role in these events. In the place of all governments, I would think how fair it is that they so literally respect civil rights in an era of rapid development of the latest and most powerful means of social mobilization that the Internet has given us. A huge role in the ongoing processes was played and continues to be played by the Al-Jazeera television channel. This TV channel does not essentially cover events, it creates them.
"Obama betrayed Mubarak"
- What do you think about the role of the USA in the Egyptian events?
- I am bitter to talk about this, but US President Obama betrayed a historical ally, I would even say, of the great ally of the free world - Hosni Mubarak. It reminded me of another political betrayal. The betrayal of the Iranian Shah by American President Carter in 1979. Of course, any citizen of the free world, especially the President of the United States, must support democracy and democratic reforms anywhere in the world. However, life is a little more complicated.
See what happened in Iran. Of course, the regime of Shah Mohammed Reza Pahlavi was very far from democracy. He was very, very corrupt. It was a police state where people were often taken out of the house at night and they disappeared. And what did then American President Jimmy Carter do? He began to surrender the Shah. Forced him to give the population more political and civil freedom. It would seem right. But only as a result of American pressure, the shah began to lose confidence in himself, began to lose control of the situation. The result was a revolution and the reign of Iran in the satanic regime, a hundred times more dangerous for their own citizens and for the whole free world. We must understand that the primitive export of democracy is unfeasible and dangerous. It is impossible to mechanically establish the same order in one country as in another. Especially the American type. We must realize that the world cannot live, and does not live under dictation from Washington.
The democracy which has suddenly fallen on the Muslim countries, free elections bring Islamic fundamentalist groups to power. There are no other winners in these countries. And democracy ends right on election day. Because, as history shows, Islam and democracy are practically incompatible.
At today's historical stage, Islamic societies will need several generations to achieve the same level of political culture development as modern Western civilization. They have to go through industrial revolutions, the formation of civil society, and the introduction of liberal values. All that the West took hundreds of years to do.
Any sharp violation of the balance of power in the world, any sudden redistribution of power, borders, resources always leads to an outbreak of extremism, armed struggle, and violence. “In the East, democracy ends right on election day”
- How do you see the political future of Egypt?
- Definitely, the Muslim Brotherhood turned out to be the most organized force that participated in the overthrow of Mubarak. No one knows for sure how many Egyptians are in solidarity with them, according to our estimates, somewhere around 15-20%. It doesn’t matter how many there are, but it’s important that there was no other, more powerful driving force for the events that happened ... The leaders of the Muslim Brotherhood are smart enough not to go on stage yet. They do not want to scare the army, the people with their radical ideas. But, without a doubt, they are waiting for the possibility of coming to power. We all will also have to wait and carefully monitor developments. Today, the military is in control of the situation in the country. But the transition period will someday end. And then “truly free, democratic elections” will break out. It is easy to predict who will get the power as a result of the elections, if the only real political force in the country is the Muslim Brotherhood, and there are simply no other serious participants. Having come to power, the "brothers" will establish, of course, not immediately, but gradually the laws of Sharia. Egyptian society will begin to live in hatred of America, other countries of the free world, what we call the Judeo-Christian civilization. What will President Obama say then?

– Я уже 12 лет не работаю на правительство…но, конечно, стараюсь следить за происходящим. Мне кажется, никто не ожидал такого развития египетских событий. Ни наша разведка. Ни правительство. Для египетских спецслужб эти события также стали неожиданностью. Кстати, во времена иранской революции, ее приближение мы почувствовали примерно за полгода. Хотя тогда наши прогнозы тоже не были безупречны. И для нас, и для шаха, и для САВАКа (иранская служба сведений и безопасности), момент переворота стал сюрпризом, но мы к этому сюрпризу готовились где-то полгода...
А в Египте ситуация оказалась сложнее иранской... Ни у кого не было реальной информации. Отсюда сегодняшняя растерянность некоторых израильских правительственных чиновников.
Механизмы произошедшего еще предстоит изучить. Но уже ясно, что огромную роль в этих событиях сыграли новейшие средства коммуникаций – Twitter, Facebook . Я бы на месте всех правительств призадумался, насколько справедливо то, что они так буквально соблюдают гражданские права в эпоху бурного развития новейших и мощнейших средств социальной мобилизации, которые подарил нам интернет. Огромную роль в происходящих процессах сыграл и продолжает играть телеканал «Аль-Джазира». Этот телеканал по сути не освещает события, он их создает.
«Обама предал Мубарака»
– Что вы думаете о роли США в египетских событиях?
– Мне горько об этом говорить, но президент США Обама предал исторического союзника, я бы даже сказал, великого союзника свободного мира – Хосни Мубарака. Мне это напомнило другое политическое предательство. Предательство иранского шаха американским президентом Картером в 1979 году. Конечно, любой гражданин свободного мира, тем более президент США, должен поддерживать демократию и демократические реформы в любой точке планеты. Однако жизнь устроена чуточку сложнее.
Посмотрите, что произошло в Иране. Разумеется, режим шаха Мохаммеда Резы Пехлеви был очень далек от демократии. Был очень и очень коррумпированным. Это было полицейское государство, где людей часто забирали ночью из дома, и они исчезали. И что сделал тогдашний американский президент Джимми Картер? Он начал сдавать шаха. Вынудил его дать населению больше политической и гражданской свободы. Казалось бы, правильно. Но только в результате американского давления шах стал терять уверенность в себе, стал терять контроль над ситуацией. Результатом стала революция и воцарение в Иране сатанинского режима, во сто крат опасней и для собственных граждан и для всего свободного мира. Мы должны понимать, что примитивный экспорт демократии неосуществим и опасен. Нельзя в одной стране механически установить такой же порядок, как в другой. Особенно американского типа. Мы должны осознать, что мир не может жить, да и не живет под диктовку из Вашингтона.
Внезапно свалившаяся на мусульманские страны демократия, свободные выборы приводят к власти исламские фундаменталистские группы. Других победителей в этих странах не бывает. И демократия заканчивается прямо в день выборов. Поскольку, как показывает история, ислам и демократия практически несовместимы.
На сегодняшнем историческом этапе, исламским обществам потребуется несколько поколений, чтобы достичь такого же уровня развития политической культуры, что и у современной западной цивилизации. Им предстоит пережить промышленные революции, формирование гражданского общества, приобщение к либеральным ценностям. Все то, на что у Запада ушли сотни лет.
Любое резкое нарушение баланса сил в мире, любое внезапное перераспределение власти, границ, ресурсов всегда приводит к вспышке экстремизма, вооруженной борьбе, насилию. Насилию над маленьким человеком, который всегда незащищен, всегда уязвим. Русским читателям с советским прошлым мои слова должны быть очень понятны.. Вы пережили распад второго по могуществу государства в мире. Свобода говорить о политике, делать политику – это прекрасно. Но эта же внезапная свобода будит в людях не только высокие, созидательные, но и самые гнусные, низменные инстинкты... А механизмов контроля уже нет. «На Востоке демократия заканчивается прямо в день выборов»
– Каким вам видится политическое будущее Египта?
– Однозначно, «Братья-мусульмане» оказались самой организованной силой, участвовавшей в свержении Мубарака. Никто не знает точно, сколько египтян солидарно с ними, по нашим оценкам, где-то 15-20%. Не важно сколько их, а важно, что другой, более мощной движущей силы у произошедших событий не было... Руководители «Братьев-мусульман» достаточно умны, чтобы пока не выходить на сцену. Они не хотят пугать армию, народ своими радикальными идеями. Но, вне всякого сомнения, ждут возможности прихода к власти. Нам всем также придется ждать и внимательно наблюдать за развитием событий. Сегодня военные контролируют ситуацию в стране. Но переходный период когда-то закончится. И тогда грянут «подлинно свободные, демократические выборы». Несложно предугадать, кому достанется власть в результате выборов, если единственная реальная политическая сила в стране – это «Братья-мусульмане», а других серьезных участников просто нет. Придя к власти, «братья» установят, разумеется, не сразу, а постепенно законы Шариата. Египетское общество начнет жить ненавистью к Америке, другим странам свободного мира, тому, что мы называем иудео-христианской цивилизацией. Что скажет тогда президент Обама?
