Buga Alexander Vladimirovich, full member of the IAPD - head of the St. Petersburg Institute of Independent Evaluation and Expertise, in his speech focused on the activities of the institute, i.e. on carrying out an examination in the framework of administrative, civil, criminal cases. The list of examinations is wide, but the author focused on one of the varieties associated with the estimated value of various objects: movable, immovable, business, transport, etc. The speaker noted that the pandemic that happened has affected their business as well. He dwelled on some of the mandatory points when performing an independent examination, in order to verify its reliability:
1. The exact date of the assessment must be indicated.
2. When there are several results of various independent examinations, it is necessary to make their comparative analysis. If their difference is 10-20%, this is normal, but if there are 10 times more differences, then we can definitely say that this estimate is fake.
3. The cost of several examinations in one case should not differ greatly. If one of them costs much more, then it is worth talking about a low-quality product.
4. Analysis of the market for evaluating the object and the final result of the cost of the object should not differ significantly.
In a covid economy, market analysis becomes uncertain. There are no consistent pre-pandemic trends that have been used in cost estimates. There is a colossal decline in the activity of firms, which cannot but affect the valuation activity.
The work of an appraiser in the current conditions is similar to the work of a detective, he must be a good psychologist, be able to communicate in a company with people in various positions. Only in this case, the business assessment can be carried out competently and effectively.
