Shchepin Evgeny Vladimirovich, full member of the IAPD, noted the usefulness of holding conferences for the exchange of experience. In this regard, it seems possible to collectively solve many problems, discuss and propose draft laws.
In his speech, the speaker touched upon the topic of the legality of the events held by detectives. He noted that in one of the messages a proposal was made to limit the actions of detectives. The speaker does not agree with this position, he believes that this is unnecessary, detectives can act within the law, if everything is well thought out.
For comparison, Evgeny Vladimirovich cited the law on detective activity in force in the United States. There, every detective can become a subscriber of the Federal base of any direction. Some articles of the law on detective activity that exist in the United States are proposed to be applied in Russian legislation.

Щепин Евгений Владимирович, действительный член МОД (IAPD) отметил полезность проведения конференций по обмену опытом. В связи с этим представляется возможным коллективно решать многие проблемы, обсуждать и предлагать проекты законов.
В своём выступлении докладчик затронул тему законности проведения мероприятий детективами. Он отметил, что в одном из сообщений прозвучало предложение ограничить действия сыщиков. Выступающий не согласен с этой позицией, он считает, что это лишнее, детективы могут действовать в рамках закона, если всё хорошо продумать.
Для сравнения Евгений Владимирович привёл закон о детективной деятельности, действующий на территории США. Там каждый сыщик может стать абонентом Федеральной базы любого направления. Некоторые статьи закона о детективной деятельности, существующие в США, предлагается применить и в российском законодательстве.
