Why did Alexander Bortnikov forbid all FSB officers to own property abroad and what it would lead to

The head of the FSB of the Russian Federation, Alexander Bortnikov, signed an order according to which the military and civilian personnel of the FSB bodies must get rid of property, ownership of which is registered outside Russia, by December 1, 2012 (see the text of the document here). The order of Alexander Bortnikov confirmed the ban on the employees of this service to own property abroad, which was introduced in July 2011 by an amendment to the law “On the Federal Security Service”. The same amendment introduced restrictions on employees traveling abroad.

Strange as it may seem, the start of the campaign to tighten the rules for the FSB officers was a failure in the activities of another special service - the Foreign Intelligence Service. In the summer of 2010, Colonel Alexander Poteev, a defector from the Foreign Intelligence Service, was accused of arresting a group of Russian illegal immigrants in the United States. Among the reasons that Poteev, a hero of the Afghan war and an officer with an impeccable reputation, until his flight, began to work for the Americans, they mentioned the presence of real estate in the United States and the fact that his daughter lives and studies in America.

It is not known whether the introduced measures will stop the new defectors, but there are big doubts that they will help in the fight against corruption among the FSB officers. First of all, control over the execution of the order, judging by the text, is assigned to the personnel department of the 6th service of the FSB of Russia. The sixth service is not a unit of its own security, which should monitor the cleanliness of the ranks, but the Organization and Personnel Work (ROCR). That is, the order simply forces employees to re-register property and report to personnel officers over the year. It is clear that the functions of the latter do not include checking on what means the officer acquired this property.

The anti-corruption effectiveness of the order is extremely doubtful. But there is no doubt that the measures introduced will further strengthen the internal conflict in the FSB, which has been developing over the past few years, but has clearly worsened last fall.

This conflict is the result of a crisis of trust between the middle officers, colonels, majors and generals. Initially, it arose due to the introduction of a new coefficient of 2.2 when calculating the salaries of officers. This means that the management team receives 2.2 times more than employees in the same rank, but who have not received administrative posts. Odds led to a sharp material gap between the bosses and operatives and a drop in the authority of the leadership.

Another reason for friction is the practice of seconding employees to government agencies and commercial enterprises. While seconded young colonels usually maintain FSB loyalty, since they expect to return and pursue a career in the special services, then generals who receive jobs in large companies consider them to be their last jobs and more easily change their loyalty to special services for corporate loyalty. Against this background, one should not be surprised that the corruption of generals is a constant topic of discussion within the special services, and the number of lawsuits filed by officers against the FSB leadership regarding small pensions and non-received apartments is growing.

I will add that the career promotion system in the FSB is practically not working now, the key positions are held by generals appointed by Vladimir Putin in the early 2000s, although they have already gone beyond the 60-year border set for military personnel. They are trying to send younger colonels who, by all rules, have new ranks and positions, sent to warm places in government departments so that they do not get very indignant. For this, they even invented the new term “VIP APS”, where APS is the device of seconded employees. It is clear that the decision is temporary, because it is impossible to expose all ambitious colonels outside the FSB to the corporation - there are not enough places.

If restrictions on real estate abroad affect only the FSB elite, then restrictions on the departure of employees abroad have already caused strong discontent among many. Families of colonels and lieutenant colonels in the 2000s were accustomed to vacation abroad, and the new rules have already led to the fact that mid-level officers, under pressure from families, began to think about dismissal, the bonfires of the generals, who, as always, get out.

As a result, amendments to the law on the FSB and Bortnikov’s order were reinstated against the leadership of both colonels and generals. The intelligence service is already losing control due to a conflict between the middle and senior officers, which hinders the passage of key information from the bottom up. And now the generals, instead of thinking about the service, will be engaged in a feverish re-registration of foreign property.
