In Russia, perhaps, the National Guard will appear, subordinate to the president of the country, Nezavisimaya Gazeta writes.
It will be formed on the basis of the Internal Troops of the Ministry of Internal Affairs and other law enforcement agencies, including through part of the forces and assets of the Airborne Forces, Air Force, Navy and the military police of the Ministry of Defense, as well as units of the Ministry of Emergencies. The task of the National Guard, according to a source in the military department, is to ensure the country's security and protect the constitutional order.
Currently, the Ministry of Defense, together with the Security Council and the presidential administration, is preparing a new defense plan for the country, based on the tasks set by Prime Minister Vladimir Putin in the program article “To be strong: guarantees of national security for Russia”.
The plan provides for the formation of a program to prepare the Armed Forces, special services and other power structures for a quick and effective response to new threats. Whether there is a clause on the formation of some new structures in the military organization of the country is unknown. At least, this is not officially stated. But the fact that major changes are coming is obvious. План предусматривает формирование Программы подготовки Вооруженных сил, спецслужб и других силовых структур к быстрому и эффективному реагированию на новые угрозы. Есть ли там пункт о формировании каких-то новых структур в военной организации страны, неизвестно. По крайней мере, официально об этом не говорится. Но то, что предстоят серьезные изменения, – очевидно. Источник «НГ» в Минобороны сообщает, что именно с этим связаны недавние встречи Владимира Путина с командующим ВДВ генерал-лейтенантом Владимиром Шамановым и главкомом Внутренних войск (ВВ) генералом армии Николаем Рогожкиным. По мнению источника газеты, именно Рогожкин может возглавить Национальную гвардию.
