The Russian Prosecutor General’s Office brought the case against former military serviceman Vladimir Lazar, accused of selling topographic maps in favor of the United States.
According to the investigation, V. Lazar from August 1975. to March 2003 He served in the Armed Forces of the USSR and the Russian Federation and had access to information constituting a state secret. He is currently a reserve colonel.

According to experts, topographic maps received by the US Department of Defense contain information constituting a state secret. Transferring them to the military departments of other countries can cause significant damage to Russia's external security and will allow planning of possible military actions.
In this regard, topographic maps can be used for information support of flight missions for missiles of all types of basing, as well as for the preparation and conduct of ground operations

Генпрокуратура РФ передала в суд дело против бывшего военнослужащего Владимира Лазаря, обвиняемого в продаже секретных топографических карт в пользу США.
По версии следствия, В.Лазарь с августа 1975г. по март 2003г. служил в Вооруженных силах СССР и РФ и имел доступ к сведениям, составляющим государственную тайну. В настоящее время он является полковником запаса.
По данным следствия, в 2008г. В.Лазарь купил у коллекционера оптические диски, содержащие более 7 тыс. электронных изображений топографических карт территорий Российской Федерации, скопировал их на жесткий диск и вывез в Республику Беларусь, где через посредника передал их своему знакомому Александру Лесменту, проживающему в Эстонии.
