According to the police, their boss Valery Popov ordered that each outfit of the detention group draw up five detention protocols and one for petty hooliganism. An indispensable condition was the payment of one of the protocols at the bank on the same day. In total, six outfits of the detention group left for the shift. If the police did not have time to fulfill the boss’s plan for the shift, they had to work until the necessary number of protocols was drawn up.
Each crew during the day also had to deliver to the department of citizens without registration for cleaning the territory: two people from the squad. If this order was not followed, the staff themselves should have cleaned the premises. Refused Popov transferred to an uncomfortable work schedule.
The complaint also states that the shift supervisors and assistants on duty Popov forced to engage in the selection of objects under protection, without delving into their official duties. По словам полицейских, их начальник Валерий Попов распорядился, чтобы каждый наряд группы задержания составлял по пять протоколов о задержании и один - за мелкое хулиганство. Непременным условием была оплата одного из протоколов в банке в тот же день. Всего за смену выезжало по шесть нарядов группы задержания. Если полицейские не успевали выполнить план начальника за смену, им приходилось работать до составления нужного количества протоколов.
Каждый экипаж в течение суток также должен был доставить в отдел граждан без регистрации для уборки территории: по два человека с наряда. Если это распоряжение не выполнялось, в помещении должны были убираться сами сотрудники. Отказавшихся Попов переводил на неудобный график работы.
В жалобе также говорится о том, что начальников смен и помощников дежурных Попов заставлял заниматься подбором объектов под охрану, не вникая при этом в их служебные обязанности. Если объекты под охрану к концу смены подобраны не были, смена дежурной части должна была искать их в нерабочее время.
В письме также отмечается, что около 30 процентов личного состава до сих пор не отгуляли отпуск за 2011 год. Попов якобы поставил своим подчиненным условие, что те уйдут в отпуск только при наличии раскрытого преступления.
Сам Попов в беседе с РИА Новости категорически опроверг все упреки в свой адрес. По его словам, его подчиненные просто "не хотят вообще ничего делать", отметив, что "есть закон о полиции, где написано, что сотрудник полиции должен раскрывать, предотвращать преступления, профилактировать их, составлять протоколы".
Попов выразил уверенность, что его подчиненные написали жалобу из-за недовольства тем, что результаты их работы стали тщательнее контролироваться. "Это те люди, которые хотят ничем не заниматься и получать зарплату. Вот они покатаются и ни одного протокола, ни одного раскрытого преступления за квартал... Им не нравится, что их контролируют", - заявил Попов.
