From July 1, fines for improper parking in the capital will increase 10 times to 3,000 rubles. They will not put up new prohibition signs, promises the head of the Moscow Department of Transport Maxim Liksutov: there are enough of those that are, now 54% of cars in the center park in violation.
According to the Department of Transport, within the Boulevard Ring there are 6,100 parking spaces on the road network (simply on the side of the road), and 1,850 more on flat parking lots (ordinary one-level parking lots). About 9,500 cars are left under the prohibition signs in the daytime. Therefore, the city, in order to reduce the number of cars in the center, just start to fine the violators.
Starting April 15, 10 so-called “parkons” will start running in the Central Administrative District (CAO) - cars equipped with a complex for searching for violators. "Parkon" is equipped with two cameras: one removes plans for the location of the car, the second - numbers. Then the information is transmitted to the traffic police, which sends fines. By the end of the year, the number of parkons should increase to 90.
Going into the yards will not work - they are 95% occupied by cars, a source close to the transport department explains. As an option - commercial parking for 100-200 rubles / h. Employees of the transport department are now trying to negotiate with the owners of private parking lots about a single tariff policy. “Unfortunately, we can only recommend it for now,” Liksutov says.
What to do for those who live in the center? In the Central Administrative District, there are about 225,000 apartments, the provision of parking is 0.5-0.6%, plus 90,000 places in the yards. The owners of apartments in the Central Administrative District will be offered special conditions. Perhaps they will be allowed to leave cars under prohibition signs at night, and in order not to be fined, they will add numbers to a special base.
Officials hope that all these measures will force half the motorists arriving in the center to change to public transport, the speed of which will increase during peak hours from the current 5 km / h to 15 km / h.
The solution to the problem requires radical measures - in many European capitals the city center is closed or has become paid, Knight Frank senior vice president Andrei Zakrevsky supports the authorities. The leader of the Freedom of Choice organization of motorists, Vyacheslav Lysakov, on the contrary, believes that the Moscow authorities are harnessing the cart in front of the horse: “First you need to create intercepting parking lots until the Third Ring, and then punish those who do not want to leave their cars there. По данным департамента транспорта, в пределах Бульварного кольца на улично-дорожной сети (попросту — на обочине) есть 6100 машино-мест, на плоскостных парковках (обычных одноуровневых стоянках) — еще 1850. А под запрещающими знаками в дневные часы оставляют около 9500 машин. Поэтому городу, чтобы сократить число автомобилей в центре, достаточно просто начать штрафовать нарушителей.
С 15 апреля по Центральному административному округу (ЦАО) начнут курсировать 10 так называемых «парконов» — автомобилей, оборудованных комплексом по поиску нарушителей. «Паркон» оборудован двумя камерами: одна снимает планы расположения автомобиля, вторая — номера. Затем сведения передаются в ГИБДД, которая отправляет штрафы. К концу года количество «парконов» должно увеличиться до 90.
Уйти во дворы не получится — они заняты автомобилями на 95%, объясняет источник, близкий к департаменту транспорта. Как вариант — коммерческие парковки за 100-200 руб./ч. Сотрудники департамента транспорта сейчас пытаются договориться с владельцами частных парковок о единой тарифной политике. «К сожалению, мы пока можем только рекомендовать», — говорит Ликсутов.
Что делать тем, кто живет в центре? В ЦАО около 225 000 квартир, обеспеченность парковками составляет 0,5-0,6% плюс 90 000 мест во дворах. Собственникам квартир в ЦАО предложат особые условия. Возможно, разрешат оставлять на ночь автомобили под запрещающими знаками, а чтобы не штрафовали, внесут номера в специальную базу.
Чиновники надеются, что все эти меры заставят половину автомобилистов, приезжающих в центр, пересесть на общественный транспорт, скорость движения которого в часы пик увеличится с нынешних 5 км/ч до 15 км/ч.
Решение проблемы требует радикальных мер — во многих европейских столицах центр города закрыт или стал платным, поддерживает власти старший вице-президент Knight Frank Андрей Закревский.
