According to the Prosecutor General's Office, in 2011 the damage caused to the troops by new low-quality equipment exceeded 1 billion rubles. This is stated in the report of the supervisory authority, which will be presented to the Federation Council on May 30. The specified damage was caused by deliveries to the Navy ships of artillery systems that did not meet the technical requirements, outstanding repairs of the Peter the Great nuclear-powered cruiser, unsuccessful modernization of the Ministry of Defense website and the supply of telecommunication equipment by Voentelecom OJSC.
Also, when organizing purchases through commercial structures, miscalculations are allowed. So, the damage from the actions of only three executors of orders to provide troops with food (OJSC Agromprom, OJSC Rostovskoye, OJSC Voentorg) amounted to more than 550 million rubles: goods were bought at prices that were inflated at times, since no one controlled the purchases .
The Prosecutor General’s Office also notes that fictitious reports for actually not completed work are widely used.
In total, when spending budget funds allocated in 2011 under the State Defense Order, the military prosecutor's office found more than 3,600 violations, 84 criminal cases were instituted.

По данным Генпрокуратуры, в 2011 г. ущерб, нанесенный войскам новой некачественной техникой, превысил 1 млрд руб. Об этом говорится в докладе надзорного ведомства, который будет представлен в Совете Федерации 30 мая. Указанный ущерб нанесен поставками на корабли ВМФ артиллерийских систем, не соответствующих техзаданию, невыполненными работами по ремонту атомного крейсера «Петр Великий», неудачной модернизацией сайта Минобороны и поставками ОАО «Воентелеком» телекоммуникационного оборудования.
Также при организации закупок через коммерческие структуры допускаются просчеты. Так, ущерб от действий только трех исполнителей заказов по обеспечению войск продовольствием (ОАО «Агромпром», ОАО «Ростовское», ОАО «Военторг») составил более 550 млн руб.: товары покупались по ценам, завышенным в разы, поскольку закупки никто не контролировал.
Также Генпрокуратура отмечает, что широко применяется составление фиктивных отчетов за фактически не выполненные работы.
Всего при расходовании бюджетных средств, выделенных в 2011 г. в рамках Гособоронзаказа, военная прокуратура установила более 3600 нарушений, возбуждено 84 уголовных дела.
