The Budget Committee of the State Duma of Russia rejected amendments to the Tax Code stipulating the right of the Federal Tax Service (FTS) to request information from banks on the movement of funds in the accounts of individuals. According to the newspaper Kommersant, since the committee is controlled by the United Russia party, the same fate awaits amendment at the plenary meeting of the State Duma.
The head of the budget committee, Andrei Makarov, explained to the publication that the deputies opposed "disclosing banking secrets for no reason," and there is no particular need for such amendments.
Currently, the State Duma also has a bill abolishing banking secrecy for officials, law enforcement officials, military personnel, deputies and some other categories of citizens.
In recent months, several bills have become known that expand the state's ability to control the accounts of citizens and organizations. It was reported that the Federal Tax Service proposes to introduce an offshore tax in Russia. Prior to this, amendments were sent to the State Duma, implying sanctions against the offshore companies themselves.
In addition, Rosfinmonitoring has prepared a bill aimed at combating money laundering and the transfer of firms to offshore zones. According to it, state bodies will be able to change the qualifications of transactions and charge taxes that the entrepreneur does not ascribe to himself before the court.

Бюджетный комитет Государственной думы России отклонил поправки в Налоговый кодекс, предусматривающие право Федеральной налоговой службы (ФНС) запрашивать у банков информацию о движении денежных средств на счетах физических лиц. Как пишет газета "Коммерсантъ", так как комитет контролируется партией "Единая Россия", такая же судьба ждет поправки и на пленарном заседании Госдумы.
Глава бюджетного комитета Андрей Макаров пояснил изданию, что депутаты выступили против "раскрытия банковской тайны просто так", и особой необходимости в таких поправках нет.
В настоящее время в Госдуме также находится законопроект, отменяющий банковскую тайну для чиновников, работников правоохранительных структур, военнослужащих, депутатов и некоторых других категорий граждан.
В течение последних месяцев стало известно о нескольких законопроектах, расширяющих возможности государства по контролю за счетами граждан и организаций. Сообщалось, что ФНС предлагает ввести в России налог на офшоры. До этого в Государственную думу были направлены поправки, предполагающие санкции в отношении уже самих офшоров.
Кроме того, Росфинмониторинг подготовил законопроект, направленный на борьбу с отмыванием денег и переводом фирм в офшорные зоны. Согласно нему, государственные органы смогут до суда менять квалификации сделок и доначислять налоги, которые не приписывает себе предприниматель.
