Amendments to the laws “On Information ...” and “On Communication” were submitted to the State Duma by deputies Elena Mizulina (“Fair Russia”), Sergey Zheleznyak (“United Russia”), Sergey Reshulsky (Communist Party) and Yaroslav Nilov (LDPR). These amendments (their text is posted on the State Duma website) are needed to combat illegal content on the Internet by creating a registry in which domain names or universal web page indexes will be entered, as well as network addresses of sites with information prohibited for distribution in Russia.

This is not only child porn, but also resources promoting drugs and psychotropic substances, as well as encouraging children to commit actions that pose a threat to their life or health. This list should be created by a federal authority authorized by the government based on recommendations of experts accredited by it. Zheleznyak told Vedomosti who should delegate the functions of such a body to the government. Other resources may also be entered in the register, the content of which was declared unlawful by the court.

A non-profit organization (NPO) registered in Russia and owning the necessary "technical means" for this can also participate in the maintenance of the registry, the bill says. It was just such an organization that developed the amendments introduced by the deputies - the Safe Internet League, which is headed by the founder of the Marshall Capital investment fund, the largest private minority shareholder of Rostelecom, Konstantin Malofeev. Initially, the league offered to give control functions to Roskomnadzor, its executive director Denis Davydov handed over to Vedomosti; The mention of NGOs appeared at the suggestion of the Internet public, frightened by excessive control by the state.

At first, the registry was asked to enter the address of the page itself with illegal content. The authorized body notifies the hosting provider about this, and that of the site owner. One has a day to remove the controversial page. If he does not do this, access to the content is limited by force - either by the hosting or by the Internet provider, and in the second case, more than one page is turned off, but the entire site. The owner of the site, hosting and Internet providers have the right to appeal the decision of the authorized body within three months.

It's not just about Runet: 90% of child porno accounts for foreign sites, says Davydov. Such resources should also be entered into the registry, and information letters will be sent to their owners, he says. Zheleznyak counts on the assistance of foreign authorities.
