MOD representatives at the II International NAPCA Congress
Sergey Drykin and Kirill Skazin took part in the II International Congress Representatives of the non-profit partnership International Association of Detectives NAPKA “Debt collection market - trends and prospects. The Leaders' Experience ”, which took place on October 20, 2011 at the Marriott Grand Hotel, Moscow.
The Congress was attended by representatives of leading collection agencies, the Ministry of Economic Development of Russia, as well as leading banks, microfinance organizations and other credit institutions. The participants discussed topical issues of regulating collection activities, improving legislation in this area, the prospects for self-regulation of the collection market, interaction with government bodies and other organizations working with bad debts.
In particular, the MOD member Sergey Drykin, who made a report on the topic: “Are collectors and detectives competitors or partners?”, Raised an important issue of establishing contacts between collectors and detectives in the process of collecting debts. S. Drykin conducted a comparative analysis of the client base and types of debts with which detectives and collectors work, revealed the main possibilities of interaction between collectors and detectives in collecting debt at different stages: in pre-trial, at the stage of civil / arbitration proceedings, at the stage of execution of a judicial act ( decisions, orders).
“Unlike collectors, detectives have more opportunities, especially when it comes to tracing debtors, searching for property of debtors and their families, obtaining and providing the necessary evidence in court. Practice of the International Association of detectives not only in Russia, but practically throughout the former The USSR, as well as the countries of Europe and the USA, clearly shows the effectiveness of working with bad debts in the banking sector, and in the field of housing and communal services debts, ”said Sergey Drykin.
To develop cooperation between collectors and detectives, there is also the option of sharing the "network" resources of the International Organization of Detectives and the National Association of Professional Collection Agencies. On the whole, the main idea voiced in the speech of S. Drykin comes down to one thing - collectors and detectives, partners rather than competitors, and their joint work can be potentially mutually beneficial. From this point of view, the participation of the MOD members in the NAPCA congress can be regarded as an important step towards the convergence of detectives and collectors.

Представители МОД на II Международном Конгрессе НАПКА
Сергей Дрыкин и Кирилл Сказин приняли участие во II Международном Конгрессе Представители некоммерческого партнерства Международное Объединение Детективов НАПКА «Рынок взыскания задолженности – тренды и перспективы. Опыт лидеров», который состоялся 20 октября 2011 года в отеле «Мариотт Гранд», Москва.
В Конгрессе принимали участие представители ведущих коллекторских агентств, Министерства экономического развития России, а также ведущих банков, микрофинансовых организаций и других кредитных учреждений. Участники обсудили актуальные вопросы регулирования коллекторской деятельности, совершенствования законодательства в этой области, перспектив саморегулирования коллекторского рынка, взаимодействия с государственными органами и иными организациями, работающими с проблемной задолженностью.
В частности, член МОД Сергей Дрыкин, выступивший с докладом на тему: «Коллекторы и детективы – конкуренты или партнеры?», поднял важный вопрос налаживания контактов между коллекторами и детективами в процессе взыскания долгов. С.Дрыкин провел сравнительный анализ клиентской базы и типов задолженностей, с которыми работают детективы и коллекторы, раскрыл основные возможности взаимодействия между коллекторами и детективами по истребованию задолженности на разных этапах: на досудебном, на этапе гражданского/арбитражного судопроизводства, в стадии исполнения судебного акта (решения, приказа).
«В отличие от коллекторов детективы обладают более широкими возможностями, особенно если речь идет о розыске должников, поиске имущества должников и членов их семей, получении и предоставлении необходимых доказательств в суде Практика Международного Объединения детективов не только в России, но и практически на всем пространстве бывшего СССР, а также стран Европы и США, наглядно показывает эффективность работы с проблемной задолженностью в банковской сфере, и в сфере долгов ЖКХ», - подчеркнул Сергей Дрыкин.
Для развития сотрудничества между коллекторами и детективами существует также вариант совместного использования «сетевых» ресурсов Международной Организации детективов и Национальной Ассоциации Профессиональных Коллекторских Агентств. В целом главная мысль, прозвучавшая в выступлении С.Дрыкина, сводится к одному –коллекторы и детективы, скорее партнеры, чем конкуренты, и их совместная работа может быть потенциально взаимовыгодной. С этой точки зрения, участие членов МОД в конгрессе НАПКА можно расценивать как важный шаг к сближению детективов и коллекторов.
