Ministry of Internal Affairs of Ukraine announces intentions to limit anonymity in social networks
The Ministry of the Interior advocates restricting the anonymity of Internet users and, in particular, social networks.
This was reported to journalists by the head of the department for combating cybercrime of the Ministry of Internal Affairs Maxim Litvinov, Ukrainian News reports.
“The main reason for this state of spread and development of cybercrime is precisely anonymity, because it provokes impunity. Therefore, it needs to be reduced, ”he said.
At the same time, Litvinov noted that a balance should be found in this issue between the need to prevent the commission of crimes by anonymous and protecting citizens from illegal use of their personal data.
He noted that now many seminars are being held on this issue, including in connection with the adoption of the law on the protection of personal data, and two draft laws on monitoring telecommunications are being discussed.
According to Litvinov, a compromise in this area could be the adoption of a law on the sale of SIM cards with subscriber identity.
“This is one of the steps in order to identify the subscriber, that is, the end user of the equipment. This is one of the ways that Facebook or other social networks should not be on passports, but to identify the ultimate owner of the equipment - this will reduce the load on social networks, that is, this is one of the compromise steps, ”he said.
At the same time, the head of the department added that there are a number of other proposals that are only being discussed.

МВД Украины заявляет о намерениях ограничить анонимность в соцсетях
Министерство внутренних дел выступает за ограничение анонимности пользователей сети интернет и, в частности, социальных сетей.
Об этом журналистам сообщил начальник управления по борьбе с киберпреступностью МВД Максим Литвинов, сообщают Украинские новости.
«Главной причиной такого состояния распространения и развития киберпреступности является именно анонимность, потому что она провоцирует безнаказанность. Поэтому ее нужно сокращать», — сказал он.
В то же время, Литвинов отметил, что в данном вопросе следует найти баланс между необходимостью предотвращения совершения преступлений анонимами и защитой граждан от нелегального использования их персональных данных.
Он отметил, что сейчас по этому вопросу проходит много семинаров, в том числе в связи с принятием закона о защите персональных данных, а также ведется обсуждение двух проектов законов о мониторинге телекоммуникаций.
По мнению Литвинова, компромиссным вариантом в этой сфере может стать принятие закона о продаже SIM-карт с идентификацией абонента.
«Это один из шагов для того, чтобы идентифицировать абонента, то есть конечного пользователя оборудования. Это один из путей чтобы Facebook или другие социальные сети были не по паспортам, а чтобы идентифицировать конечного собственника оборудования — это уменьшит нагрузку на социальные сети, то есть это один из компромиссных шагов», — сказал он.
В то же время начальник управления добавил, что есть еще ряд других предложений, которые только обсуждаются.
