In connection with its entry into the WTO, Russia has signed an agreement with the United States that contains an action plan for the protection of intellectual property, said US Trade Representative Ron Kirk. The agreement obliges the parties to combat piracy, close sites with counterfeit content, allocate money for anti-piracy raids and coordinate their implementation.
Russia will have to change legislation, in particular, provide for liability of providers for copyright infringement, as well as consult with the United States on tightening administrative liability for piracy. Americans are ready to help the Russians master the copyright warning system, ignoring which means disconnecting the user from the Internet.
Not one of the copyright holders surveyed by Vedomosti, nor a single Internet association were involved in the discussion of this plan. The head of one of the associations fears that the plan may mean the transition of Internet regulation in Russia to a channel beneficial to American copyright holders.
Dmitry Medvedev, as president, unsuccessfully propagated the idea of a registry in the world, where authors would enter their content, which would be digitally labeled, and from them users could learn the conditions for working with content.

В связи со вступлением в ВТО Россия подписала с США соглашение, в котором содержится план действий по защите интеллектуальной собственности, объявил торговый представитель США Рон Кирк. Соглашение обязывает стороны бороться с пиратством, закрывать сайты с контрафактным контентом, выделять деньги на антипиратские рейды и согласовывать их проведение.
России придется изменить законодательство, в частности, предусмотреть ответственность провайдеров за нарушение авторских прав, а также проконсультироваться с США об ужесточении административной ответственности за пиратство. Американцы готовы помочь россиянам освоить систему предупреждений о копирайте, игнорирование которой означает отключение пользователя от интернета.
Ни один из опрошенных «Ведомостями» правообладателей, ни одна интернет-ассоциация не привлекались к обсуждению этого плана. Руководитель одной из ассоциаций опасается, что план может означать переход регулирования интернета в России в русло, выгодное американским правообладателям.
Дмитрий Медведев, будучи президентом, безуспешно пропагандировал в мире идею реестра, куда авторы заносили бы свой контент, который снабжался бы цифровыми метками, а из них пользователи могли бы узнавать условия работы с контентом.

По данным вице-президента ассоциации «Русский щит» Олега Яшина, во Франции система предупреждений сработала: первое получили десятки тысяч пользователей, второе — тысячи, а третье, после которого нарушителей отключают, — только десятки.
