President of the Russian Union of Industrialists and Entrepreneurs (RSPP) Alexander Shokhin proposed to declare an amnesty for the funds that were placed by Russian citizens in foreign banks in violation of the established procedure. “We need to push the process of deoffshorization, now is a very opportune moment,” said Shokhin, commenting on the situation with the accounts in Cypriot banks. “One can even, in a sense, grant an amnesty to those who opened accounts without informing,” he said.
According to the current legislation, Russian residents, when opening or closing accounts with foreign banks, are obliged to notify the tax service about this. In February of this year, the norms of the Civil Code came into force, which tightened the liability for violation of the procedure for opening and closing such accounts: the fine can be from 75% to 100% of the amount of income received from the placement of these funds.
“People have these accounts for a long time, and they have income from these operations. It is necessary to postpone the introduction of these more stringent rules, at least for years, ”said Shokhin. “You look, the flow of money to Russia will stretch. For many, Russian jurisdiction is not as terrible as it might seem, ”the head of the Russian Union of Industrialists and Entrepreneurs believes.
In his opinion, as soon as the accounts in Cypriot banks are unfrozen, and this may happen next week, the funds will be transferred to other jurisdictions. “We need to open the doors to run in the right direction,” he said.

Президент Российского союза промышленников и предпринимателей (РСПП) Александр Шохин предложил объявить амнистию по средствам, которые размещались российскими гражданами в иностранных банках с нарушением установленного порядка. «Надо подтолкнуть процесс деофшоризации, сейчас очень подходящий момент», — сказал Шохин, комментируя ситуацию со счетами в кипрских банках. «Можно даже в некотором смысле амнистию объявить тем, кто открывал счета без информирования», — сказал он.
Согласно действующему законодательству, российские резиденты, открывая или закрывая счета в зарубежных банках, обязаны уведомлять об этом налоговую службу. В феврале текущего года вступили в силу нормы Гражданского кодекса, которые ужесточили ответственность за нарушение порядка открытия и закрытия таких счетов: штраф может составить от 75% до 100% суммы дохода, полученного от размещения этих средств.
«У людей эти счета давно, и доходы от этих операций у них есть. Надо перенести сроки введения этих более жестких норм, хотя бы на годы», — сказал Шохин. «Глядишь, поток денег в Россию потянется. Для многих российская юрисдикция не такая ужасная, как может показаться», — полагает глава РСПП.
По его мнению, как только счета в кипрских банках будут разморожены, а это может произойти на следующей неделе, средства перейдут в другие юрисдикции. «Надо открыть двери, чтобы побежали в нужном направлении», — сказал он.
