МОСКВА, 25 мая - РИА Новости. В ведущих странах НАТО военная разведка составляет 8-12% от общей численности вооруженных сил, а в России - чуть более 1%, сообщил во вторник бывший руководитель Главного разведывательного управления (ГРУ) генерал-полковник Федор Ладыгин.
"В современных условиях сокращение вооруженных сил предполагает не только сохранение разведывательных возможностей страны, но и напротив, их увеличение и наращивание. В этой связи будет уместным напомнить, что ведущие страны НАТО после оптимизации своих вооруженных сил военную разведку содержат на уровне 8-12% от общей численности своих войск. В российской же армии этот показатель незначительно превышает 1%", - сказал Ладыгин, выступая на научно-практической конференции "Малоизвестные страницы Великой Победы" в Военной академии Генерального штаба Вооруженных сил РФ.
"Между тем, развитие, совершенствование и создание новых средств вооруженной борьбы, появление и внедрение новейших способов иметодов ведения военных действий, направленных на молниеносное достижение целей, диктует необходимость опережающего развития возможностей военной разведки", - сказал эксперт.
При этом он считает, что разведка не может "заменить ни политику, ни стратегию, ни военную мощь, которые являются решающими факторами достижения успеха в войне".
"Но военные успехи и цена победы находятся в прямой зависимости от способности политического и военного руководства адекватно использовать результаты разведки", - сказал Ладыгин.
Свои выводы он подкрепил архивными данными, согласно которым советская разведка еще в 1939 году представила руководству СССР разведданные, "позволяющие однозначно сделать вывод об окончательном решении в Берлине начать подготовку к войне против Советского Союза с готовностью к боевым действиям в первой половине 1941 года".
"Однако эти данные должным образом использованы не были", - заключил эксперт.
