Within the framework of the cooperation agreement, the operational units of the KGB of the USSR under the MGB of the GDR and the Office of the special departments of the KGB at the GSVG, in accordance with existing practice, may involve GDR citizens in secret cooperation for the following tasks:
- intelligence and counterintelligence work in the capitalist countries and in West Berlin, including behind the front line during special periods, as well as the performance of auxiliary functions (information collectors, liaisons, owners of safe houses and addresses)
- operational development of the staff of military missions of the USA, England and France, accredited by the GHA
- measures to protect the military units of the Soviet Army, Soviet objects and Soviet citizens from hostile actions of the enemy and his agents.
At the beginning of the development, potential candidates from among the citizens of the GDR are checked on the file card of the MGB of the GDR. Citizens of the GDR. Involved in secret cooperation with the Representative Office of the KGB of the USSR under the MGB of the GDR and the Office of Special Departments of the KGB at the GSVG are included in the card file of the MGB of the GDR. This procedure is carried out by liaison officers of the KGB of the USSR in coordination with the heads of the units of the MGB of the GDR, with whom they maintain working contact.
In the event of the termination of secret cooperation with a citizen of the GDR, the KGB Representative Office under the MGB of the GDR informs the relevant division of the MGB of the GDR about this and coordinates the necessary measures.
In order to ensure the safety of Soviet citizens in the GDR, the MGB of the GDR can involve Soviet citizens living in the GDR in secret cooperation by informing the Representative Office of the KGB of the USSR at the MGB of the GDR.
In the event of the termination of secret cooperation of the MGB, the GDR informs the KGB Representation about this and coordinates the necessary measures with it. Information is provided through liaison officers of the Representative Office of the KGB of the USSR to the MGB of the GDR.
