Ministry of Internal Affairs needs comprehensive reform with subsequent liquidation
The founder of the Committee of Civil Initiatives (OIG), Alexei Kudrin, who recently joined the public council of the Ministry of Internal Affairs, today will present the concept of systemic reform of law enforcement agencies prepared for the OIG by a group of experts from the Institute for Law Enforcement (IPP) of the European University in St. Petersburg in collaboration with the Indem Foundation. The document was based on the results of an analysis of the work of law enforcement agencies, in-depth interviews of law enforcement officials and judges, opinion polls, Vedomosti writes.
In its current form, the law enforcement system slows down economic growth and creates instability in society, the authors note. Its features are the selectivity of registering crimes, ignoring complex cases, the lack of feedback and control of society, as a result - the lack of trust of citizens and fear.
The proposed reform should affect not only the Ministry of Internal Affairs, but also the Investigative Committee and the Federal Drug Control Service and ultimately lead to the liquidation of the Ministry of Internal Affairs and the Federal Drug Control Service as separate departments. Many problems are caused by supercentralization of management, the authors believe, proposing to divide the police into three levels - federal (investigation of grave and especially grave crimes, combating interregional and organized crime), regional (prosecution of non-grave acts, protection of buildings of regional authorities and traffic regulation) and municipal (registration of offenses, policing, prevention).
No additional financial costs will be required, the authors of the concept note: new services will be created on the existing material base, and the increase in salaries and material support will occur due to a reduction in costs and the number of managers.
One of the interlocutors of the publication says that the planned amount of increase in the financing of the Ministry of Internal Affairs for such a global reform will not be enough, and no reduction in staff will free up these funds.

Основатель Комитета гражданских инициатив (КГИ) Алексей Кудрин, недавно вошедший в общественный совет МВД, сегодня представит концепцию системной реформы правоохранительных органов, подготовленную для КГИ группой экспертов Института проблем правоприменения (ИПП) Европейского университета в Петербурге в сотрудничестве с фондом «Индем». В основу документа легли результаты анализа работы правоохранительных органов, глубинных интервью сотрудников правоохранительных органов и судей, соцопросов, пишут «Ведомости».
В нынешнем виде правоохранительная система тормозит экономический рост и порождает нестабильность в обществе, отмечают авторы. Ее особенности — избирательность регистрации преступлений, игнорирование сложных дел, отсутствие обратной связи и контроля общества, как результат — отсутствие доверия граждан и страх.
Предлагаемая реформа должна затронуть не только МВД, но и Следственный комитет и ФСКН и в итоге привести к ликвидации МВД и ФСКН как отдельных ведомств. Многие проблемы порождены сверхцентрализацией управления, считают авторы, предлагая разделить полицию на три уровня — федеральную (расследование тяжких и особо тяжких преступлений, борьба с межрегиональной и оргпреступностью), региональную (преследование по нетяжким деяниям, охрана зданий органов власти региона и регулирование дорожного движения) и муниципальную (регистрация правонарушений, охрана общественного порядка, профилактика).
Дополнительных финансовых расходов не потребуется, отмечают авторы концепции: новые службы будут созданы на уже существующей материальной базе, а повышение зарплат и материального обеспечения произойдет за счет сокращения расходов и численности управленцев.
Запланированного размера увеличения финансирования МВД на такую глобальную реформу не хватит, говорит один из собеседников издания, и никакое сокращение штатов не позволит высвободить эти средства.
