Social networks at the service of government agencies. For example, the British police.

At the conference "Online Information 2013" in London, I found it very interesting to speak with a representative of the British "police academy", or rather, the College of Police. The speaker talked about how, on the basis of this educational institution (the state one - I specifically specified it after the lecture), the police made the POLKA online system for the exchange of experience and the interaction of the police with other government agencies, the public and volunteers.
To do this, it was decided to combine disparate forums, blogs, social networks, Wiki-based resources, and other similar services into one network. But, since there is a pronounced secrecy in the police, there are also closed sections in POLKA. Moreover, varying degrees of closeness - from simply private, to those that cannot be accessed without special identifiers of belonging to the corresponding service.
At the same time, some documents, even from closed communities, can be "shared" - if these documents are not secret. All this is monitored by people with appropriate tolerances.
One of the very difficult tasks that the speaker particularly noted was finding a balance between the subordination and secrecy characteristic of the police, on the one hand, and the openness and equality of participants in Internet communication on the other.
The result is round-the-clock Round Table, Databank, Professional Forum, and the like - in one bottle. Due to the fact that professionals from all over the country can communicate with each other - new knowledge is born, management and rank-and-file employees begin to better understand the processes taking place in the system, and best practices become public domain. Moreover, the police college is directly charged with collecting and summarizing these best practices and then promoting their dissemination.
At the same time, volunteers are also involved in the work - of course, to the extent that this is permissible. The organization of volunteers is also coordinated in the POLKA system. In fact, it is a mobilization center.
In Russia today, as far as I can judge by open Internet resources, there are elements of a system integrated in POLKA. But they are, as a rule, disparate in nature and managed by enthusiasts, not the state. Moreover - periodically, "big uncles" are offended by the information posted on such resources (in particular, when it follows from it that they did their job poorly) - as a result of which attempts to persecute administrators are occasionally observed. however, the modern Internet makes it possible to turn such a persecution into a good news item, which begins to be reflected in blogs and social networks, and then it can also get into the media. from the media all this becomes the property of the units monitoring the Internet - and I can follow the organizational conclusions. In general, the system, little by little, comes to an equilibrium state. Although not without problems.

Социальные сети на службе государственных структур. На примере полиции Великобритании.

На конференции "Online Information 2013" в Лондоне мне показалось очень интересным выступление представителя британской "полицейской академии", а точнее - Колледжа полиции. Докладчик рассказал о том, как на базе этого учебного заведения (государственного - это я уточнил после лекции специально) полиция сделала онлайновую систему POLKA по обмену опытом и взаимодействию полиции с другими госструктурами, общественностью и волонтерами.
Для этого было решено объединить в одну сеть разрозненные форумы, блоги, социальные сети, ресурсы, работающие на основе Вики, и прочие подобные сервисы. Но, поскольку в полиции есть ярко выраженная секретность - в POLKA имеются и закрытые разделы. Причем разной степени закрытости - от просто приватных, до таких, доступ в которые невозможен без специальных идентификаторов принадлежности к соответствующей службе.
При этом часть документов даже из закрытых сообществ может быть "расшарена" - если эти документы не секретны. За всем этим следят люди, имеющие соответствующие допуски.
Одной из очень сложных из задач, которую особо отметил докладчик, было нахождение баланса между субординацией и секретностью, характерными для полиции - с одной стороны и открытостью и равноправием участников Интернет-общения с другой.
В результате получается круглосуточно работающий "Круглый стол", "Банк данных", "Профессиональный форум" и тому подобное - в одном флаконе. За счет того, что профессионалы со всей страны могут общаться между собой - рождаются новые знания, руководство и рядовые сотрудники начинают лучше понимать процессы, происходящие в системе, наилучшие практики становятся всеобщим достоянием. Тем более, что на колледж полиции прямо возложена обязанность собирать и обобщать эти наилучшие практики и затем способствовать их распространению.
Одновременно с этим, к работе привлекаются и волонтеры - разумеется, в том объеме, в котором это допустимо. Организация волонтеров также координируется в системе POLKA. По сути, это мобилизационный центр.
В Росси на сегодня, насколько я могу судить по открытым интернет-ресурсам, есть элементы системы, объединенной в POLKA. Но они носят, как правило, разрозненный характер и управляются энтузиастами, а не государством. Более того - периодически "большие дядьки" обижаются на информацию, размещенную на подобных ресурсах (в частности, когда из нее следует, что это они плохо сдалали свою работу) - в результате чего время от времени наблюдаются попытки гонения на администраторов. впрочем, современный Интернет позволяет сделать из такого гонения неплохой информационный повод, который начинает отражаться в блогах и соцсетях, а затем может попавсть и в СМИ. из СМИ все это становится достоянием подразделений, проводящих монитоинг Интернета - и могу последовать оргвыводы. В общем, система мало по малу приходит в равновесное состояние. Хотя и не без проблем.
Ниже я покажу слайды из презентации госпожи Kate Grady, которая делала доклад на конференции. Я перевел большую часть слайдов на русский язык.
