This is a Russian-language version of the US Special Forces Manual on Unconventional Military Operations. The beginning of this document is about on what principles and how people are organized into "color revolutions". That is, if Gene Sharpe's book on non-violent revolutions is, rather, of a general theoretical and review nature, then this document is a training manual.
The US special forces are assigned the functions of destabilizing power in foreign countries, therefore this document is addressed to them.
The second part of the document - already, as they say, "on the fan" - it deals with the planning of rebellions, the organization of the underground and all other stages, up to clashes with forces loyal to the authorities, and other "charms" that could be observed, for example, in Libya. This certainly cannot be applied in civil circulation. But the beginning of the material - manipulating the emotions of large groups of people - is quite.
The material is taken from open sources, it is not secret even in the USA itself.

Это русскоязычный вариант Наставления Сил Специального назначения США по «Нетрадиционным военным действиям». Начало этого документа - о том, на каких принципах и как организовывается народ на "цветные революции". Т.е., если книга Джина Шарпа о ненасильственных революциях носит, скорее, общетеоретический и обзорный характер - то данный документ представляет собой именно методичку.
На спецназ США возлагаются функции по дестабилизации власти в иностранных государствах, поэтому данный документ им и адресован.
Вторая часть документа - уже, как говорится, "на любителя" - там речь идет о планировании мятежей, организации подполья и всех остальных этапах, вплоть до боестолкновений с силами, лояльными властям, и прочих "прелестях", которые можно было наблюдать, например, в Ливии. Это уже точно не может быть применено в гражданском обороте. А вот начало материала - манипулирование эмоциями больших групп людей - вполне.
