1. At the Sakhalin Internet forum a rude character appeared. Forum users became interested in him and tried to deanonymize him.
2. One of the users found out that this character, with a high degree of probability, is the director of the information policy department of the Governor and the Government of the Sakhalin Region, Alexander Klyutcheny. Pruflinki and screenshots of this study were published on the blog, in the public domain.
3. Several bloggers with a large audience became interested in the topic and re-post it with their comments. At the same time, analyzing the work biography of A. Klutcheni and expressing reasonable doubts about the conformity of his previous experience with his position.
4. The online publication "Intermonitor" became interested in the topic. As the editor-in-chief of the publication, I sent a request to the Governor of the Sakhalin Region, asking me to express the Governor's position on the questions posed by bloggers. The development of the situation was put by the editorial staff for monitoring. At the same time, I sent the same plan to the request of A. Klutchene himself, using one of the publicly known email addresses linked to him.
After waiting a few days, and not waiting for an answer from Klutcheni, Intermonitor released a material in which it summarized information available on this issue in the public domain.

5. On December 25, 2013, there was information in the Sakhalin media that A. 7. Today I received a letter in which the Deputy Governor of the Sakhalin Region, Mr. Bratynenko, not touching on the experience of Mr. Klyutcheni, said that all the formalities when appointing the latter to the post were followed.
In addition, the deputy governor, in fact, acknowledged the insulting statements on the Internet forum, which bloggers blamed Klyutchen.
And at the end of the letter, Mr. Bratynenko quite rightly noted that it would be possible to punish Klyutcheny disciplinaryly only after an internal audit, which could no longer be carried out, because Klyutchenya from the civil service dismissed:

Кейс. Увольнение директора департамента Губернатора из-за "синдрома кухни".

1. На сахалинском Интернет-форуме объявился хамящий персонаж. Пользователи форума заинтересовались им и попытались его деанонимизировать.
2. Один из пользователей выяснил, что этот персонаж, с высокой степенью вероятности, является директором департамента информационной политики Губернатора и Правительства Сахалинской области Александром Клютченей. Пруфлинки и скриншоты по этому исследованию были опубликованы в блоге, в свободном доступе.
3. Несколько блогеров с большой аудиторией заинтересовались темой и перепостили ее со своими комментариями. Параллельно проанализировав трудовую биографию А. Клютчени и высказав обоснованные сомнения в соответствии его предыдущего опыта занимаемой им должности.
4. Сетевое издание "Интермонитор" заинтересовалось поднятой темой. Я как главный редактор издания направил запрос Губернатору Сахалинской области, попросив выразить позицию Губернатора по поставленным блогерами вопросам. Развитие ситуации было поставлено редакцией на мониторинг. Одновременно я отправил такого же плана запрос самому А. Клютчене, по одному из публично известных адресов электронной почты, увязанных с ним.
Подождав несколько дней, и не дождавшись от Клютчени ответа, "Интермонитор" выпустил материал, в котором обобщил сведения, имеющиеся по данному вопросу в открытом доступе.

5. 25.12.2013 года в сахалинских СМИ прошла информация о том, что А. Клютченя [DLMURL="https://www.sakhalin.info/news/89390/"]"по данным Сах.кома, вскоре покинет Сахалин, по собственному, конечно же, желанию"[/DLMURL]. Там же сообщалось, что, широко анонсированное ранее повышение этого господина в должности, не состоится.
6. 09.01.2014 г. сахалинские СМИ сообщили: "Департамент информационной политики Сахалинской области лишился руководителя. Занимавший этот пост москвич Александр Клютченя улетел с острова".
7. Сегодня мне пришло письмо, в котором заместитель Губернатора Сахалинской области господин Братыненко, не касаясь опыта работы господина Клютчени, сообщил, что все формальности при назначении последнего на должность были соблюдены.
Кроме того, замгубернатора, по сути, признал оскорбительность высказываний на Интернет-форуме, которыми пеняли Клютчене блогеры.
И в конце письма господин Братыненко совершенно справедливо отметил, что дисциплинарно наказать Клютченю можно было бы только после служебной проверки, каковую уже не провести, т.к. Клютченя с госслужбы уволен:
