Путин устроил серию отставок среди силовиков

Владимир Путин уволил замглавы антикоррупционного главка МВД Бориса Колесникова. Также в отставку отправлены глава столичной ГИБДД Александр Ильин и ряд высокопоставленных полицейских начальников, которые ранее сами попросили об увольнении. Эксперты связывают кадровые решения с проверками в МВД и не исключают новых отставок.

Во вторник президент Путин уволил замначальника Главного управления по борьбе с экономическими преступлениями и противодействию коррупции (ГУЭБ и ПК) МВД РФ, генерал-майора полиции Бориса Колесникова. Об этом сообщила пресс-служба Кремля. Ранее следствие предъявило ему обвинение в попытке провокации взятки и превышении полномочий.

Завышение показателей

Как писала газета «Коммерсантъ», оперативники и некие руководители главка с целью завышения своих показателей пытались подставить сотрудника ФСБ Игоря Демина – в частности, они планировали выдать себя за бизнесменов и предложить взять их «под крышу» за 10 тысяч долларов в месяц. По информации следствия, с сентября 2013 по февраль 2014 года именно Колесников лично утверждал и санкционировал все мероприятия по провокации взятки. Отметим, что, согласно российскому законодательству, «провокация взяткой» в рамках оперативно-розыскной деятельности запрещена, как, впрочем, и провокация нарушения закона в целом.

С 26 февраля Колесников находится под арестом. Вместе с ним фигурантами уголовного дела стали начальник управления «Б» ГУЭБ и ПК Салават Муллаяров, а также сотрудники ведомства Иван Косоуров, Алексей Боднар, Михаил Назаров и Сергей Борисовский. В оказании помощи полицейским подозреваются гражданские лица Сергей Пирожков и Руслан Чухлиб.

Чухлиб был задержан 14 февраля при передаче взятки в ресторане. После этого в ГУЭБ и ПК прошли обыски, а в конце февраля были произведены аресты сотрудников ведомства. Их обвинили в превышении полномочий. 21 февраля был уволен начальник ГУЭБ и ПК Денис Сугробов. Сообщалось, что он попросил об отставке, сославшись на сильную усталость.

Ильин свернул с дороги

При Ильине в апреле 2013 года была выявлена коррупционная схема с участием сотрудников УГИБДД. Преступная группа из четырех инспекторов и еще 16 граждан торговала водительскими правами. Стоимость удостоверения составляла 28 тыс. рублей. По данным МВД, ежемесячно незаконными услугами пользовались до 100 человек, а доход преступной группы достиг 3 млн рублей. В результате скандала был уволен замначальника УГИБДД Москвы Михаил Мартюшев, а Ильину (который взял Мартюшева на работу) Колокольцев объявил неполное служебное соответствие, пригрозив снятием с должности. В октябре 2013 года претензии к ГИБДД предъявила уже прокуратура Москвы: выяснилось, что водителей довольно часто штрафуют без составления протоколов, регулярно срываются сроки расследования дел.

Кто займет кресло главы московского УГИБДД, пока неизвестно. Обязанности начальника УГИБДД Москвы временно исполняет заместитель Ильина Владимир Томчак.

Запланированная чистка

Еще Путин освободил от должности начальника следственного управления столичного главка МВД Владимира Морозова, который подал заявление об отставке в связи с выходом на пенсию (информация об его отставке появилась еще в январе). После службы в армии с декабря 1981 года в течение двух лет Морозов был сотрудником патрульно-постовой службы, позже учился в Высшей школе милиции МВД СССР и дослужился от лейтенанта до полковника юстиции, работая в одном и том же отделе.

Два года работал в аппарате главка. С 2003 по 2010 год занимал должность начальника УВД по Зеленоградскому округу Москвы, вслед за этим до 2012 года возглавлял УМВД по Смоленской области, а потом был назначен заместителем начальника ГУ МВД по Москве – начальником главного следственного управления.

Вдобавок президент отправил в отставку заместителя командующего войсками Центрального регионального командования Внутренних войск МВД по работе с личным составом Геннадия Марченко.

Добавим, что Путин назначил помощником министра внутренних дел генерал-полковника полиции Николая Головкина, который ранее занимал пост начальника ГУ МВД Московской области. Вместо Головкина подмосковный «главк» возглавил генерал-майор полиции Виктор Пауков, который до этого командовал Управлением внутренних дел по Центральному административному округу Москвы.

60-летний Головкин подал рапорт об отставке в декабре 2013 года после проверки, проведенной МВД в Главном управлении МВД по Московской области. Масштабная проверка в райотделах полиции проходила в октябре прошлого года.

Головкин возглавлял подмосковный главк МВД с октября 2001 года. В августе 2011 года он допрашивался в качестве свидетеля по так называемому игорному делу, поскольку среди фигурантов дела тогда оказались двое сотрудников отдела по борьбе с экономическими преступлениями, но никаких претензий к самому руководителю главка не предъявлялось.

«Тотальный развал работы»

Заместитель председателя комитета ГД по безопасности и противодействию коррупции Александр Хинштейн считает причиной отставок результаты комплексной проверки МВД, вскрывшей «беспрецедентные факты». «Речь идет не только о тотальном развале работы, массовых нарушениях и злоупотреблениях, но и о полной потере управляемости со стороны руководства ГСУ, – писал депутат в “Московском комсомольце”. – Большинство возбуждаемых дел до судов не доходят, сотни других вообще бесследно пропадают, а следователи напропалую занимаются фальсификациями, вплоть до того, что заполняют документы “шпионскими” исчезающими чернилами».

Однако глава профсоюза сотрудников полиции города Москвы Михаил Пашкин не согласен с Хинштейном. По его словам, отставки «какие-то несистемные». «А вот попался – сняли, не попался – продолжай работать».

Тем не менее, он убежден, что когда выявляются проблемы, их нужно решать кардинальным образом, в первую очередь за счет кадровых перестановок. «Президент наводит порядок. По его словам, начальник следствия округа об этом знал «и сказал, что это – система и ее не переделать». «А сотрудница, которая все это выявила – замначальника следственного отделения Южного Медведково – была на приеме у Морозова, где тот сказал, что “ты не будешь в следствии больше работать”, ее в ГАИ перевели. Сейчас там Следственный комитет возбудил уголовное дело, там около сотни таких липовых дел нашли и в ОВД “Ярославский” таких дел – 13. Короче говоря, начинается раскрутка всего этого хозяйства. А Морозов как руководитель должен был все эти вопросы контролировать, но он не контролировал», – считает Пашкин.

Эксперт добавил, что против Морозова сыграло и то, что «он на одну серьезную структуру наехал, хотел ее под себя подмять, а там люди оказались более серьезные, чем он».

Что касается отставки Колесникова, то Пашкин объясняет это тем, что «наехали на ФСБ», которая «таких вещей не прощает». А назначение Головкина Пашкин объясняет тем, что у того «очень много связей».

«И сейчас на его месте сидит человек Колокольцева Пауков. То есть произошел такой обмен. Но Паукову, если честно, я не завидую, потому что область развалена. Это я могу сказать потому, что когда появилась Новая Москва и туда поехали сотрудники из столицы, они сказали, что по сравнению с Москвой это просто небо и земля. Там был полный бардак, во всем. Когда наши сотрудники приехали туда, говорят, там мама сына подводит и говорит, посмотри – милиционер пришел, там даже не знают, что уже полиция, а не милиция», – рассказал Пашкин.

При этом он не считает, что отставки должны быть массовыми. «Если взяться, то можно действительно уволить руководство и в МВД, и на местах процентов на 90. И уволить именно за дело, за то, что полностью развалена работа с населением, за ситуацию с раскрытием преступлений. Люди там не хотят работать. Потому что зарплату повысили в 1,5 раза, а работы стало больше в 3 раза. На должность начальника никто не хочет идти, потому что эта должность расстрельная, твой подчиненный что-то сделает – и тебя тут же уволят. Словом, нездоровая там обстановка. Нужно как-то системно ее менять», – полагает эксперт.

Задержание начальника УМВД по Сахалинской области Владислава Белоцерковского пока никак не прокомментировали ни в правоохранительных структурах, ни в органах власти Сахалинской области. Следствие ссылается на государственную тайну, между тем в Интернете уже выдвигают свои версии причин и обстоятельств задержания генерала, а коллеги генерала считают обвинения в его адрес домыслами, сообщает ИА SakhalinMedia.

Задержание главного полицейского Сахалина застало врасплох его коллег в областном управлении МВД. Все утро 12 марта сотрудники пресс-службы упорно отказывались от комментариев и даже не могли сказать, кто из двух заместителей задержанного вчера начальника УМВД будет исполнять его обязанности. В итоге имя исполняющего обязанности главы управления сообщили в приемной - это Виктор Гражданцев.

Не располагают информацией о задержании Владислава Белоцерковского в пресс-службах управления ФСБ, следственного управления по ДФО Следственного комитета и в дальневосточном Главке МВД. Отказались от официальных комментариев и в правительстве Сахалинской области.

Чистят-чистят, а грязь как была, так и осталась! Один налет удалили, теперь новый появится. Просто данные сотрудники нюх потеряли и
потеряли чувство реальности и решили подставить сотрудника ФСБ. Но видимо не досчитали сил. Думали что прокатит, а наткнулись на
толстый половой орган :lol: . Вся эта показуха достала. Пусть лучше разрешат гражданам пользоваться скрытыми камерами и СТС , при
вымогательстве взятки ,при дачи взятки и пропишут в кодексе специальное примечание, вот тогда, возможно этих продажных тварей станет чуть-чуть поменьше. Спасибо! :)

The head of the Sakhalin Regional Department of the Ministry of Internal Affairs, Vladislav Belotserkovsky, who was detained on March 11, is suspected of organizing illegal surveillance of investigators and inspectors. :)

This was reported on March 12 on the website of the Kommersant newspaper, citing anonymous sources.

According to the interlocutors of the publication, some time ago, employees of the Investigative Committee of the Russian Federation came to Yuzhno-Sakhalinsk and inspected the Ministry of Internal Affairs from their own security department. They were supposed to investigate the police who were suspected of serious crimes. According to the investigation, Belotserkovsky organized secret monitoring of visitors, as well as wiretapping of their phones.

Actions Belotserkovsky regarded as abuse of power. Officially, the details of the case were not disclosed. Sources of various media previously said that the head of the Ministry of Internal Affairs may be suspected of having connections with the so-called "fish mafia", or of harboring murder and forgery.

Belotserkovsky was detained on March 11 in Yuzhno-Sakhalinsk and transported to Khabarovsk, where the headquarters of the RF IC is located. Investigators petitioned for his arrest, but according to RIA Novosti, the court placed him under house arrest. The press center of the Ministry of Internal Affairs on March 12 announced that Belotserkovsky had been removed from his post before being detained, with subsequent dismissal. Meanwhile, sources of Kommersant note that on March 11 a scheduled workshop was scheduled at the head of the Ministry of Internal Affairs. The detention of the leader was a surprise to subordinates.

Главу УМВД Сахалинской области Владислава Белоцерковского, задержанного 11 марта, подозревают в организации незаконной слежки за следователями и проверяющими. :)

Об этом 12 марта сообщается на сайте газеты «Коммерсантъ» со ссылкой на анонимные источники.

По словам собеседников издания, некоторое время назад в Южно-Сахалинск приехали сотрудники Следственного комитета РФ и проверяющие из управления собственной безопасности МВД. Они должны были расследовать дело полицейских, которых подозревали в тяжких преступлениях. По версии следствия, Белоцерковский организовал негласное наблюдение за приезжими, а также прослушку их телефонов.

Действия Белоцерковского расцениваются как превышение должностных полномочий. Официально подробности дела не раскрываются. Источники различных СМИ ранее говорили, что главу УМВД могут подозревать в связях с так называемой «рыбной мафией», либо в укрывательстве убийства и подлоге.

Белоцерковский был задержан 11 марта в Южно-Сахалинске и перевезен в Хабаровск, где находится управление СК РФ. Следователи ходатайствовали о его аресте, но, по данным РИА Новости, суд поместил его под домашний арест. Пресс-центр МВД 12 марта объявил, что Белоцерковский еще до задержания был отстранен от должности с последующим увольнением. Между тем, источники «Коммерсанта» отмечают, что на 11 марта у главы УМВД было назначено плановое рабочее совещание. Задержание руководителя стало неожиданностью для подчиненных.

СКФ Будаев и партнёры. Тула.Отметим, что, согласно российскому законодательству, «провокация взяткой» в рамках оперативно-розыскной деятельности запрещена, как, впрочем, и провокация нарушения закона в целом.
Вот эти строки в украинское законодательство, но депутаты у нас лишь способны рассуждать кто более украинец в данный момент.



PS: Главный показатель работы милиции (полиции) доверие населения с учётом - всем мил не будешь.
