Recently, both criminal and political banditry has begun to develop strongly in both cities and villages, with attack and robbery, and the collapse of trains. We already had a number of notes from Comrade on this issue. Chicherin in connection with the robbery of representatives of missions and diplomatic couriers: Polish, Italian, British, Persian.
I must say bluntly that one of the reasons for the insufficient success in the fight against banditry is the formalism and red tape of our courts and the lack of coordination of actions. search, police and GPU. Therefore, I make a proposal:
1) The leadership of the fight against banditry, both political and criminal, in both cities and villages, is assigned to the OGPU and its local bodies.
2) For this purpose, quickly subordinate to the OGPU criminal investigation agencies and the police.
3) To grant the OGPU the right to extrajudicial resolution of cases on charges of banditry not only of persons seized with weapons, but also in general participating in gang raids.
4) To instruct the OGPU to develop and urgently implement a plan for the liberation of the peasant population from bandits robbing it, including horse thieves.

В последнее время стал сильно развиваться как уголовный, так и политический бандитизм как в городах, так и в деревнях с нападением и ограблением, и крушением поездов. Мы уже по этому вопросу имели ряд нот от тов. Чичерина в связи с ограблением представителей миссий и дипкурьеров: польской, итальянской, британской, персидской.
Надо прямо сказать, что одной из причин недостаточных успехов борьбы с бандитизмом — это формализм и волокита наших судов и несогласованность действий угол. розыска, милиции и органов ГПУ. Поэтому вношу предложение:
1) Руководство борьбой с бандитизмом, как политическим, так и уголовным, как в городах, так и деревнях, возложить на ОГПУ и его местные органы.
2) Для этой цели подчинить оперативно ОГПУ органы уголовного розыска и милиции.
3) Предоставить право ОГПУ внесудебного разрешения дел по обвинению в бандитизме не только лиц, захваченных с оружием, но и вообще принимающих участие в бандналетах.
4) Поручить ОГПУ разработать и срочно провести план освобождения крестьянского населения от обирающих его бандитов, включая в это число и конокрадов.
