In recent years, the situation in the world is changing qualitatively. There are targeted actions against Russia, both economically and politically. Attempts to isolate our country in the international arena, the information and psychological impact on Russian society through the capabilities and technologies of the media, comprehensive pressure on the domestic economy and other similar actions directly affect the living conditions of Russians. Our country is now facing new threats in the form of extremism and terrorism, "export destabilization and the Orange Revolution," inspired by, among other things, the international terrorist underground and irresponsible politicians in the West.
Confronting these threats and challenges requires the consolidation of all forces and means, both state and non-state, that are involved in ensuring the national security of the Russian Federation.
Decree of the President of the Russian Federation of April 5, 2016 No. 157 “Questions of the Federal Service of the National Guard of the Russian Federation” on the creation of a national guard in Russia is an adequate response to such threats, since it is aimed at comprehensive protection of the interests of both Russian statehood and the security of every citizen our great country. The National Guard of Russia was created in order to ensure state and public security, protect human and civil rights and freedoms. Its priority will be the fight against terrorism and organized crime, maintaining public law and order and ensuring public safety.
In this regard, the role of non-state security sector structures is also steadily increasing. They, according to the National Security Strategy of Russia, approved by the President of Russia on December 31, 2015, and the Decree of the President of the Russian Federation of April 5, 2016, together with the Russian Guard, should defend national and public interests in cooperation with civil society institutions.
Among the people employed in the field of private security, many have taken the Oath to the Fatherland. They know firsthand the concepts of officer honor, official duty, and military discipline. It seems that they are a worthy mobilization human resource of the country, and, therefore, taking into account the new structure, and a mobilization resource and reserve of the national guard. You can be sure that professionals who have devoted most of their lives to serving the Homeland in the Armed Forces or law enforcement agencies, which are the backbone of the NSS industry, will make a significant contribution to the formation of forces that, under certain circumstances, will become a pillar in ensuring the country's security and the peace of citizens.
According to the results of the IV All-Russian meeting of the non-state security sphere of the Russian Federation, it was stated that under such conditions the role of the Coordination Council of the National Security Council of Russia and the system of the relevant territorial structures currently being formed are growing. These are created and actively interact with state bodies of legislative and executive authorities in the capital of the Russian Federation - Moscow, in the Central Federal District; Active work is underway on the formation and coordination of elements of the non-governmental sphere of security in the field, which ultimately helps to optimize the management mechanism of one of the main mobilization reserves of the national guard.
25 years have passed since the creation of the first private security organizations in the Russian Federation. Over the past quarter century, most professional and public, commercial and non-profit organizations naturally united in a single close-knit community, which is fully recognized by the legislative and executive authorities of the Russian state as an independent and authoritative branch of the domestic economy - the non-state sphere of security. Therefore, in the light of the decisions of the IV All-Russian meeting of the non-state security sphere of the Russian Federation and the provisions of the Decree of the President of the Russian Federation dated April 5, 2016 No. 157, all events organized and carried out in the system of the NSS of Russia, dedicated to the upcoming date of the twenty-fifth anniversary of the industry, should serve the further positive development of the non-state sphere security, improving the quality and reliability of its activities and creating around it a single positive information field.
On March 11, 2016, at the site of the Public Chamber of Russia, a regular meeting of the Coordination Council of the National Security Council of Russia was held, at which the composition of the Organizational Committee “Organizing Committee of 25 years of the National Security Council” was approved, which was formed for the purpose of worthily holding events dedicated to the solemn anniversary of 25 years of the National Security Council of Russia. In connection with the adjustment of the system of forces and means of ensuring state and public security, the protection of human and civil rights and freedoms, recorded in the recently adopted Decree of the President of the Russian Federation dated April 5, 2016 No. 157 “Issues of the Federal Service of the National Guard Troops of the Russian Federation”, all members The Organizing Committee, which began to fulfill its functions, “25 years of the NSS” should intensify its work - each in its own areas of activity, and develop a unified program of action for the near future.
It is precisely the careful and responsible actions of each of the members of the thousands of Russian NSB community that determines the place the non-state security sector will take in fulfilling the tasks set by the President of the Russian Federation to the Federal Service of the National Guard Troops of the Russian Federation to ensure public and state security!

В последние годы обстановка в мире качественно изменяется. Против России проводятся целенаправленные действия как в экономическом, так и в политическом плане. Попытки изолировать нашу страну на международной арене, информационно-психологическое воздействие на российское общество посредством возможностей и технологий масс-медиа, всестороннее давление на отечественную экономику и иные подобные действия напрямую влияют на условия жизнедеятельности россиян. Наша страна теперь стоит перед новыми угрозами в виде экстремизма и терроризма, "экспорта дестабилизации и оранжевых революций", инспирированными в том числе извне, международным террористическим подпольем и безответственными политиками на Западе.
Противостояние этим угрозам и вызовам требует консолидации всех сил и средств, - как государственных, так и не государственных, - задействованных в обеспечении национальной безопасности Российской Федерации.
Указ Президента Российской Федерации от 5 апреля 2016 года № 157 «Вопросы Федеральной службы войск национальной гвардии Российской Федерации» о создании в России национальной гвардии – адекватный ответ на такие угрозы, поскольку направлен на всестороннюю защиту интересов, как российской государственности, так и безопасности каждого гражданина нашей великой страны. Национальная гвардия России создана в целях обеспечения государственной и общественной безопасности, защиты прав и свобод человека и гражданина. Ее приоритетной задачей станет борьба с терроризмом и организованной преступностью, поддержание общественного правопорядка и обеспечение общественной безопасности.
В данной связи роль структур негосударственной сферы безопасности также неуклонно возрастает. Именно они, согласно Стратегии национальной безопасности России, утвержденной Президентом России 31 декабря 2015 года, и Указу Президента Российской Федерации от 5 апреля 2016 года, совместно с Росгвардией должны стать на защиту национальных и общественных интересов во взаимодействии с институтами гражданского общества.
Среди людей занятых в сфере негосударственной безопасности, множество принявших Присягу Отечеству. Они не понаслышке знакомы с понятиями офицерской чести, служебного долга, воинской дисциплины. Представляется, что они являются достойным мобилизационным людским ресурсом страны, а, следовательно, с учетом новой структуры, и мобилизационным ресурсом и резервом национальной гвардии. Можно быть уверенным, что профессионалы, отдавшие большую часть своей жизни службе Родине в Вооруженных Силах или правоохранительных органах, составляющие костяк отрасли НСБ, внесут свой весомый вклад в формирование сил, которые при определенных обстоятельствах станут опорой в обеспечении безопасности страны и спокойствия граждан.
По итогам IV Всероссийского совещания негосударственной сферы безопасности Российской Федерации констатировано, что в подобных условиях еще больше возрастает роль Координационного совета НСБ России и формируемой в настоящее время системы соответствующих территориальных структур. Таковые созданы и активно взаимодействуют с государственными органами законодательной и исполнительной властей в столице Российской Федерации – Москве, в Центральном Федеральном округе; ведется активная работа по формированию и координации элементов негосударственной сферы безопасности на местах, что, в конечном итоге, способствует оптимизации механизма управления одного из основных мобилизационных резервов национальной гвардии.
С момента создания первых частных охранных организаций в Российской Федерации прошло 25 лет. За прошедшие четверть века большинство профессиональных и общественных, коммерческих и некоммерческих организаций объединились естественным образом в единое сплоченное сообщество, всецело признанное законодательной и исполнительной властями российского государства в качестве самостоятельной и авторитетной отрасли отечественной экономики, – негосударственную сферу безопасности. Поэтому, в свете решений IV Всероссийского совещания негосударственной сферы безопасности Российской Федерации и положений Указа Президента РФ от 5 апреля 2016 года № 157 все организуемые и проводимые в системе НСБ России мероприятия, приуроченные к грядущей дате двадцатипятилетнего юбилея отрасли, должны служить дальнейшему позитивному развитию негосударственной сферы безопасности, повышению качества и надежности осуществляемой ею деятельности и созданию вокруг нее единого позитивного информационного поля.
11 марта 2016 года на площадке Общественной палаты России прошло очередное заседание Координационного совета НСБ России, на котором был утвержден состав Организационного комитета «Оргкомитет 25 лет НСБ», который сформирован для целей достойного проведения приуроченных к торжественной годовщине 25 лет НСБ России мероприятий. В связи с корректировкой системы сил и средств обеспечения государственной и общественной безопасности, защиты прав и свобод человека и гражданина, зафиксированной в принятом недавно Указе Президента Российской Федерации от 5 апреля 2016 года № 157 «Вопросы Федеральной службы войск национальной гвардии Российской Федерации», все члены приступившего к исполнению своих функций Оргкомитета «25 лет НСБ» должны активизировать работу – каждый по своим направлениям деятельности, и разработать единую программу действий на ближайшую перспективу.
Именно от тщательных и ответственных действий каждого из членов многотысячного сообщества НСБ России зависит, какое место займет негосударственная сфера безопасности в выполнении задач, поставленных Президентом Российской Федерации перед Федеральной службой войск национальной гвардии Российской Федерации по обеспечению общественной и государственной безопасности!
