On February 7, 2017, the V All-Russian meeting of the Non-State Security Sphere will be held as part of the International Forum "Security Technologies 2017". The meeting is traditionally supported by the leadership of the country, the relevant committees of the State Duma of the Federal Assembly of the Russian Federation and the Federation Council of the Federal Assembly of the Russian Federation, the RF OP, the RF CCI, ASI, industry institutes of civil society and NGOs, including industry associations of employers, trade unions, public law enforcement and veteran organizations.
The NSB Meeting is planned in the form of a plenary meeting under the slogan: “The NSB is the Keepers of Russia! NSS - Guardians of Statehood! NSS - Guardians of the rule of law! ”
During the NSS Meeting it is supposed:
· Consider ways to develop adequate measures to counter the challenges and threats identified by the Public Security Concept in the Russian Federation as part of the implementation of the National Security Strategy;
· Discuss the prospects for the participation of non-state security organizations in the implementation of federal, regional and municipal programs in the field of public safety;
· Touch upon issues of improving the legal regulation of the non-state security sphere and propose programs for the development of industry criteria and standards.
The final document of the meeting, published under the auspices of the Coordinating Council of the non-state security sphere of Russia, plans to determine the main ways of developing the industry in the current period and in the future, adjust the basic principles of public-private-public partnership, taking into account the current situation, indicate effective mechanisms for the development of qualification institutions, business reputation and public control in the field of security.
Taking into account the special social importance of protecting the Russian population from threats of various kinds, and taking into account the positive experience of holding the 1st, 2nd, 3rd and 4th All-Russian National Security Council Meetings, we invite you and your representatives to take part in the 5th All-Russian meeting of the Non-State Security Sphere.

Уважаемые коллеги!
7 февраля 2017 года в рамках Международного форума «Технологии безопасности 2017» состоится V Всероссийское совещание Негосударственной Сферы Безопасности. Проведение совещания традиционно поддерживается руководством страны, профильными комитетами ГД ФС РФ и СФ ФС РФ, ОП РФ, ТПП РФ, АСИ, отраслевыми институтами гражданского общества и НКО, в том числе отраслевыми объединениями работодателей, профсоюзами, общественными организациями правоохранительной и ветеранской направленности.
Проведение Совещания НСБ планируется в форме пленарного заседания под лозунгом: «НСБ - Хранители России! НСБ – Хранители государственности! НСБ – Хранители законности!»
В ходе Совещания НСБ предполагается:
· рассмотреть пути разработки адекватных мер противодействия вызовам и угрозам, определенных Концепцией общественной безопасности в Российской Федерации в рамках реализации Стратегии Национальной безопасности;
· обсудить перспективы участия структур негосударственной сферы безопасности в реализации федеральных, региональных и муниципальных программ в сфере обеспечения общественной безопасности;
· затронуть вопросы совершенствования нормативно–правового регулирования негосударственной сферы безопасности и предложить программы разработки отраслевых критериев и стандартов.
Итоговым документом совещания, изданном под эгидой Координационного совета негосударственной сферы безопасности России, планируется определить основные пути развития отрасли в текущий период и в дальнейшей перспективе, скорректировать с учетом текущей обстановки базовые основы государственного – частного – общественного партнерства, указать эффективные механизмы развития институтов квалификаций, деловой репутации и общественного контроля в сфере безопасности.
Принимая во внимание особую социальную значимость вопросов защиты населения России от угроз различного характера, и учитывая положительный опыт проведения I, II, III и IV Всероссийских Совещаний НСБ, приглашаем Вас и Ваших представителей принять участие в работеV Всероссийского совещания Негосударственной сферы безопасности.
