Often unscrupulous businessmen lure money, hiding behind the status of official departments and playing on the painful topic of compensation. The Ministry of Finance of the Russian Federation issued an official statement warning of cases of extortion of money from citizens by fraudsters, who appear to be employees of the ministry and promise to pay compensation for the purchase of medicines and biologically active substances.
“The Ministry of Finance, including through the helpline, receives requests from victims as a result of intruders. On behalf of the fictional employees of the ministry, calls are received from citizens with a proposal to compensate for part of the money spent on the purchase of medicines and biologically active additives,” in the message of the ministry.
The attackers, as a reason for compensation, provide copies of documents with fake details of the Ministry of Finance with an invalid seal signed by the non-existent "Deputy Minister of Finance for the Control of Settlement of Losses".
"In most cases, such documents contain appeals to specific individuals, they indicate the personal data of citizens and the amount of the proposed compensation," the report says.
Attackers refer to the fictitious article 11 of the law of the Russian Federation of September 18, 2009 N429-ФЗ "On the payment of compensation to persons injured as a result of unlawful actions of organized groups of people" and the nonexistent "order of the Ministry of Finance of the Russian Federation of January 29, 2010 N2750-K" On payment of compensation ". Doubting citizens are invited to obtain additional information from the" senior inspector of the loss settlement department ", for contact with whom the telephone numbers of nominees are reported.

Зачастую нечистоплотные дельцы выманивают деньги, прикрываясь статусом официальных ведомств и играя на болезненной теме компенсаций. Очередной их "жертвой" стало министерство финансов РФ и наименее защищенные слои населения.
Минфин РФ распространил официальное сообщение, в котором предупреждает о случаях вымогательства у граждан денег мошенниками, представляющихся сотрудниками министерства и обещающих выплаты компенсаций за покупку лекарственных средств и биологически активных веществ.
"В адрес Минфина, в том числе по "телефону доверия", поступают обращения потерпевших в результате действий злоумышленников. От имени вымышленных сотрудников министерства к гражданам поступают звонки с предложением компенсировать часть денег, затраченных на покупку лекарственных средств и биологически активных добавок", - говорится в сообщении министерства.
Злоумышленники в качестве основания для компенсации предоставляют копии документов с поддельными реквизитами Минфина с недействительной печатью, подписанные несуществующим "заместителем министра финансов по контролю за урегулированием убытков".
"В большинстве случаев такие документы содержат обращения к конкретным физлицам, в них указываются личные данные граждан и сумма предлагаемой компенсации", - отмечается в сообщении.
Злоумышленники ссылаются на вымышленную статью 11 закона РФ от 18 сентября 2009 года N429-ФЗ "О выплате компенсаций лицам, пострадавшим в результате противоправных действий организованных групп лиц" и несуществующий "приказ министерства финансов РФ от 29 января 2010 года N2750-К "О выплате компенсации". Сомневающимся гражданам предлагается получить дополнительную информацию у "старшего инспектора отдела урегулирования убытков", для контакта с которым сообщаются номера телефонов подставных лиц.
"Ни один из перечисленных выше так называемых документов не является подлинным. В штатной структуре Минфина России нет должности старшего инспектора отдела, а указанные телефоны не являются номерами сотрудников министерства", - заявляет Минфин.
Мошенники требуют перечисления на счета подставных "доверенных" лиц крупных сумм денег якобы в качестве госпошлины. В случае отказа они оказывают моральное давление на граждан, заявляя, что денежные средства будут отправлены в бюджет государства, а дело передано в архив и не будет подлежать возврату, говорится в сообщении.
Жертвами мошенников становятся наименее защищенные слои населения: пенсионеры, инвалиды войны, престарелые люди, не всегда имеющие возможность обратиться за квалифицированной консультацией, отмечают в Минфине.
Минфин по данным фактам обратился в Генпрокуратуру с просьбой провести расследование.
Мошенники со своими липовыми компенсациями за лекарства и БАДы добрались и до Счетной палаты РФ. Пришлось контрольному ведомству выступить с аналогичным Минфину предупреждением.
"В адрес Счетной палаты РФ поступают обращения граждан, к которым от имени вымышленных сотрудников ведомства поступают звонки с предложением выплатить компенсацию за неэффективное лечение лекарственными препаратами и БАДами", - говорится в официальном сообщении контрольного ведомства.
При этом гражданам для получения компенсации предлагается внести на указанные реквизиты Сбербанка России 6,5 тыс. рублей. Также сообщается номер телефона, по которому нужно сообщить номер оплаченной квитанции "председателю финансового отдела по дотационным выплатам Счетной палаты РФ". Такой должности в штатной структуре Счетной палаты РФ нет, а указанный телефон не является номером ведомства, отмечается в сообщении.
По данным фактам СП РФ обратилась в Генпрокуратуру с просьбой провести расследование.
Чтобы обмануть доверчивых граждан, "компенсация" за лекарства в качестве предлога использовалась и раньше. Дозваниваясь до клиентов, мошенники сообщают, что решением правительства РФ или правительства Москвы гражданину полагается компенсационная выплата от 100 до 600 тыс. рублей по затратам на лекарственные средства или лечение. В связи с этим для получения "компенсации" гражданину необходимо заплатить от 30 до 90 тыс. рублей налога.
