In accordance with the Constitution of the Russian Federation and international acts on human rights, every citizen of the Russian Federation has the right to freedom of movement, choice of place of residence and residence within the Russian Federation.
In order to ensure the necessary conditions for the exercise by a citizen of the Russian Federation of his rights and freedoms, as well as the fulfillment of his duties to other citizens, the state and society, registration records of citizens of the Russian Federation at the place of stay and at the place of residence within the Russian Federation are introduced.
The place of stay is a hotel, a sanatorium, a rest house, a boarding house, a camping site, a tourist base, a hospital, another similar institution, as well as a dwelling that is not a citizen's place of residence, in which he lives temporarily.
Place of residence - a residential building, an apartment, an office building, specialized houses (a hostel, a shelter hotel, a maneuvering fund house, a special house for single elderly people, a boarding house for the disabled, veterans and others), as well as another residential building in which a citizen permanently or predominantly lives as an owner, under a lease (sub-lease) agreement, a lease agreement, or on other grounds provided for by the legislation of the Russian Federation.
Citizens of the Russian Federation are required to register at the place of stay and at the place of residence within the Russian Federation. Registration or lack thereof cannot serve as a basis for limiting or condition for the exercise of the rights and freedoms of citizens provided for by the Constitution of the Russian Federation, laws of the Russian Federation, constitutions and laws of republics within the Russian Federation.
Registration of citizens of the Russian Federation at the place of stay and at the place of residence within the Russian Federation is free of charge.
A citizen of the Russian Federation who has changed his place of residence must, no later than seven days from the day he arrives at the new place of residence, apply to the official responsible for registration with a statement in the prescribed form. At the same time are presented:
passport or other document certifying the identity of a citizen;
a document which is the basis for the citizen to enter the dwelling (warrant, contract, application of the person who provided the dwelling to the citizen, or another document), or a duly certified copy thereof.
The registration authority is required to register a citizen at the place of residence no later than three days from the date of presentation of registration documents.
Actions or inaction of state or other bodies, enterprises, institutions, organizations, officials and other legal and physical persons affecting the right of citizens of the Russian Federation to freedom of movement, choice of place of residence and residence within the Russian Federation, can be appealed by citizens to a higher authority to a superior official or directly to the court.
