In the first half of 2010, the Tosnenskogo city prosecutor's office conducted a series of inspections in the field of road safety, including checking the condition of roads of regional and local significance.
Together with the traffic inspector of the traffic police traffic police in the Tosnensky district of the Leningrad Region, the A-120 “St. Petersburg young half-ring through Kirovsk, Mgu, Gatchina, Bolshaya Izhora” roads, an overpass for 112 km of the Kempolovo-Vyra-Tosno-Shodka and at. Violations of the rules for maintaining roads have been identified, damage to coatings has been established that exceeds the requirements of GOST.
The prosecutor’s office took prosecutorial response measures.
So, according to the results of a study of the Kempolovo-Vyra-Tosno-Shapki highway overpass, an administrative case under Art. 12.34 Ko AP AP.
By the decree of the State Inspector of Road Supervision, the State Traffic Safety Inspectorate of the Internal Affairs Directorate for the Tosnensky District of the Leningrad Region, the director of Tosnensky DRSU OJSC Kharchenko S.Yu. was fined
Administrative proceedings were instituted against the branch of Dorsnab LLC due to poor-quality pavement A-120 St. Petersburg Young Half Ring through Kirovsk, Mgu, Gatchina, Bolshaya Izhora, a lawsuit was filed about the obligation to carry out repair work.
Nevertheless, on July 10, 2010, an accident occurred in the area of the Magistralnaya highway at 115 km + 758 m due to a collision with a part of the concrete slab protruding from the base of the road surface, as a result of which the car repeatedly overturned. From the injuries, two people died on the spot, two more with numerous injuries were delivered to the Tosno Central District Hospital.
Taking into account the improper fulfillment by DORSNAB LLC of the conditions of the state contract regarding the maintenance of this section of the road in accordance with the requirements of GOST, the prosecutor sent materials to the investigating authorities to initiate criminal proceedings against officials of DORSNAB LLC under Art. 293 h. 3 of the Criminal Code (negligence).

По результатам проверок состояния автодорог Тосненская прокуратура направила материалы для возбуждения уголовного дела в отношении руководства ООО «ДОРСНАБ»
В первом полугодии 2010 года Тосненскогой городской прокуратурой был проведен ряд проверок в области безопасности дорожного движения, в том числе проверка состояния дорог регионального и местного значения.
Совместно с инспектором дорожного надзора ОГИБДД ОВД по Тосненскому району Ленинградской области исследованы автодорога А-120 «Санкт-Петербург юное полукольцо через Кировск, Мгу, Гатчину, Большую Ижору», путепровод на 112 км автодороги «Кемполово-Выра-Тосно-Шапки» и автодорога в. Любань Тосненского района Ленинградской области.
Выявлены нарушения правил содержания дорог, установлены повреждения покрытий, превышающие требования ГОСТа.
Прокуратурой были приняты меры прокурорского реагирования.
Так, по результатам исследования путепровода автодороги «Кемполово-Выра-Тосно-Шапки» возбуждено дело об административном правонарушении предусмотренное ст. 12.34 Ко АП РФ.
Постановлением государственного инспектора дорожного надзора ОГИБД ОВД по Тосненскому району Ленинградской области подвергнут штрафу в размере 2 тыс. рублей директор ОАО «Тосненское ДРСУ» Харченко С.Ю.
Возбуждено административное производство в отношении филиала ООО «Дорснаб» из-за некачественного дорожного покрытия А-120 «Санкт-Петербург юное полукольцо чрез Кировск, Мгу, Гатчину, Большую Ижору», направлен иск об обязании произвести ремонтные работы.
Тем не менее, 10.07.2010 в районе автодороги «Магистральная» на 115 км + 758 м произошло ДТП по причине наезда на часть бетонной плиты, выступавшей из основания дорожного покрытия, вследствие чего произошло неоднократное опрокидывание автомобиля. От полученных повреждений два человека скончались на месте, еще двое с многочисленными телесными повреждениями доставлены в Тосненскую ЦРБ.
Принимая во внимание ненадлежащее исполнение ООО «ДОРСНАБ» условий государственного контракта в части содержания данного участка автодороги в соответствии с требованиями ГОСТа, прокуратура направила в следственные органы материалы для возбуждения уголовного дела в отношении должностных лиц ООО «ДОРСНАБ» по ст. 293 ч. 3 УК РФ (халатность).
