The Ministry of Internal Affairs of Russia has ceased to control and license private detective activities in the country. Draft decree President of Russia, implying a new order, on Monday was posted on the federal portal of draft regulatory legal acts.
"The powers of the Ministry of Internal Affairs of Russia to control compliance with the laws of the Russian Federation in the field of private detective (detective) activities and to issue licenses to private detectives were excluded," the explanatory note to the document says.

After the emergence in Russia of a new power agency - the Russian Guard - it was reported that the issue of supervising private detective activities was planned to be transferred to the new structure. At the end of 2017, the first deputy director of the Russian Guard, Sergei Melikov told that the service will be transferred to the authority of the Ministry of Internal Affairs for licensing and control of private detective activities. On this issue, he said, are interdepartmental coordination.

Private detectives must obtain licenses and certificates from the territorial bodies of the Russian Guard. At the same time, certificates previously obtained by private detectives in the Ministry of Internal Affairs will not have to be changed. They are valid until their expiration date. In addition, officials of the Russian Guard were given the authority to consider cases of administrative offenses of private detective and security activities.

Earlier it was also reported that the Ministry of Internal Affairs and the Russian Guard have initiated amendments, which imply an increase in the shelf life of weapons in the police until the Russian Guard has equipped the premises on the ground. The Ministry of Internal Affairs will also temporarily retain the authority to control the shooting of rifled weapons. Recall that after the creation of the Russian Guard in April 2016, the new department was also transferred the powers of the police to control and licensing private security activities. In addition, the FSUE Okhrana, previously subordinate to the Ministry of Internal Affairs, structurally entered the Rosguard. This state-owned enterprise is the leader in the security services market in the country. - At the moment, 9 detectives are registered in the Irkutsk region. This year, one such person applied to the Rosgvardiya for a license, ”says Anastasia Yadlenko, the head of the press service of the Rosgvardia department for the Irkutsk region.

Prior to this, detectives were registered with the Ministry of Internal Affairs. According to the rules, they are issued a license for five years, but it must be confirmed every year with medical certificates. Not everyone can officially become “Sherlock Holmes” in Russia. The future detective should not have mental disorders, alcohol and drug addiction. He must have a law degree or seniority in law enforcement, as well as an impeccable reputation. And the detective will pay taxes, because he becomes a private entrepreneur.
