The Ministry of Defense has prepared a code of conduct for officers and generals, including in the field of information technology.
Last month, the Russian Ministry of Defense sent a new code of conduct for officers and generals to the central military administration. According to the Izvestia publication, the document “On the style of work of officers of the General Staff” was developed at the end of 2017 and approved by the Chief of the General Staff, Army General Valery Gerasimov.
The Code describes all aspects of the activities of officers and generals, including the appearance and manner of speaking. Among other things, a whole section of the document is devoted to information technologies and their use.
According to the code, the manager must be able to work with a personal computer and office equipment. Nevertheless, the Ministry of Defense recommends abandoning the use of personal PCs, hard drives and other storage devices for official purposes. It is also undesirable to use office equipment obtained not in accordance with established rules. In addition, the document instructs officers to take personal control of the timely and regular update of antivirus solutions installed on computers.
According to the Ministry of Defense, the mobile device is "an ideal device for spying on its owner and obtaining confidential information and statistical data for analysis." In this regard, the Code also provides recommendations on the use of communicators. In particular, the Ministry of Defense recommends abstaining from receiving mobile phones as a gift from outsiders. Also, you must not lose sight of your device in order to exclude the possibility of intruders making changes to it.
The use of social networks for officers and generals should be “taboo,” the code says. Neither managers themselves nor their subordinates should sit on VKontakte, Facebook, or other similar sites.
The document developed by the Ministry of Defense is of a recommendatory nature, however, compliance with the code will be taken into account when certifying an officer and evaluating his performance.

Минобороны подготовило кодекс поведения для офицеров и генералов, в том числе в сфере информационных технологий.
В прошлом месяце Министерство обороны РФ направило в центральные органы военного управления новый кодекс поведения для офицеров и генералов. Как сообщает издание «Известия», документ «О стиле работы офицеров Генерального штаба» был разработан в конце 2017 года и утвержден начальником Генштаба генералом армии Валерием Герасимовым.
Кодекс описывает все аспекты деятельности офицеров и генералов, включая внешний вид и манеру разговора. Помимо прочего, целый раздел документа посвящен информационным технологиям и их использованию.
Согласно кодексу, управленец должен уметь работать с персональным компьютером и оргтехникой. Тем не менее, Минобороны рекомендует отказаться от использования в служебных целях личных ПК, жестких дисков и других накопителей информации. Также нежелательно использовать служебную технику, полученную не в соответствии с установленными правилами. Кроме того, документ предписывает офицерам взять под личный контроль своевременное и регулярное обновление установленных на компьютерах антивирусных решений.
По мнению Минобороны, мобильное устройство является «идеальным прибором для шпионажа за его владельцем и получения конфиденциальной информации и статистических данных для анализа». В связи с этим в Кодексе также представлены рекомендации по использованию коммуникаторов. В частности, Минобороны рекомендует воздержаться от приема мобильных телефонов в подарок от посторонних. Также нужно не выпускать свое устройство из виду, чтобы исключить возможность внесения в него изменений злоумышленниками.
Использование социальных сетей для офицеров и генералов должно стать «табу», говорится в кодексе. Сидеть в «ВКонтакте», Facebook и на других подобных сайтах не должны ни сами управленцы, ни их подчиненные.
